Abstract

ABSTRAK Yongki Indra Lesmana. Skripsi : Assessment Sarana Proteksi Kebakaran Aktif Stasiun Pengisian dan Pengangkutan Bulk Elpiji (SPPBE) di Wilayah Kabupaten Bogor dan Kota Depok Tingginya konsumsi gas elpiji 3 kg pada wilayah padat penduduk yaitu Kabupaten Bogor dan Kota Depok, mengharuskan pembangunan SPPBE berhimpitan dengan permukiman. SPPBE sangat berpotensi terjadi kebakaran karena merupakan tempat pengelolaan gas elpiji yang mudah terbakar, sangat berbahaya dan dapat berdampak buruk pada penduduk yang tinggal disekitar wilayah SPPBE bila terjadi kebakaran. Untuk itu perlu adanya sarana proteksi kebakaran aktif yang baik dan sesuai standar dalam melindungi SPPBE dari kebakaran. Maka penelitian ini bertujuan untuk mengetahui sejauh mana standar diterapkan dalam pengadaan sarana proteksi kebakaran aktif SPPBE di wilayah Kabupaten Bogor dan Kota Depok, juga dapat memberikan rekomendasi yang tepat terhadap ketidak sesuaian standar tersebut dengan cara Assessment berdasarkan standar yang ditetapkan. Metode penelitian yang digunakan adalah kualitatif dan prosedur penelitian ini dilakukan dengan cara mengobservasi 10 SPPBE diantaranya adalah 8 SPPBE di Kabupaten Bogor dan 2 SPPBE di Kota Depok. Dalam pengumpulan data wawancara dilakukan untuk menambah informasi dan member check dalam validitas data. Hasil penelitian menunjukan bahwa dari 10 SPPBE yang diteliti hanya satu SPPBE yang hampir semua standar diterapkan, kekurangannya hanya ukuran kolam pemadam yang belum sesuai dengan standar yang ditetapkan, ukuran kolam pemadam pada SPPBE tersebut hanya dapat menampung 324 m3 air, sedangkan standar yang ditetapkan harus menampung air minimal 454,2 m3, maka perlu perubahan agar kolam pemadam dapat sesuai dengan standar. Untuk SPPBE lainnya terdapat lebih dari satu ketidak sesuaian standar, diantaranya perlu penambahan alat pemadam api ringan (APAR) pada area filling hall, penambahan alat pemadam api beroda (APAB), penambahan jumlah kepala springkler dan perubahan ukuran kolam pemadam. Thesis : Assessment of Active Fire Protection Facilities for LPG Bulk Filling and Transport Station (SPPBE) in Bogor Regency and Depok City. The high consumption of 3 kg LPG gas in densely populated areas, namely Bogor Regency and Depok City, requires the construction of SPPBE to coincide with settlements. SPPBE has the potential to cause a fire because it is a place to manage LPG that is flammable, very dangerous and can have a negative impact on residents living around the SPPBE area in the event of a fire. For this reason, it is necessary to have a means of active fire protection that is good and in accordance with standards in protecting SPPBE from fires. So this study aims to determine the extent to which standards are applied in the procurement of SPPBE active fire protection facilities in the area of Bogor Regency and Depok City, and can also provide appropriate recommendations for nonconformance of these standards by means of Assessment based on established standards. The research method used is qualitative and the research procedure was carried out by observing 10 SPPBE including 8 SPPBE in Bogor Regency and 2 SPPBE in Depok City. In data collection interviews were conducted to add information and member check in the validity of the data. The results showed that of the 10 SPPBE studied, only one SPPBE had almost all standards applied, the only drawback was that the size of the extinguisher pool was not in accordance with the established standards, the size of the extinguishing pool in the SPPBE could only hold 324 m3 of water, while the standard set had to accommodate minimum water 454.2 m3, it is necessary to change so that the extinguisher pool can be in accordance with the standards. For other SPPBE there is more than one standard nonconformity, including the need for the addition of light fire extinguishers in the filling hall area, the addition of wheeled fire extinguishers, increasing the number of sprinkler heads and changing the size of the extinguisher pool.
