Abstract
Penelitian ini mengkaji terbentuknya kolektivitas warga dalam Jaringan Rakyat Miskin Kota (JRMK) di Jakarta melalui kepemimpinan akar rumput dan strategi pengorganisasian komunitas. Di tengah ancaman penggusuran dan ketidakpastian status hunian, warga membangun solidaritas sebagai respons terhadap ketimpangan sosial dan ketidakadilan ruang. Dengan pendekatan kualitatif dan studi kasus di Kampung Marlina, Lengkong, dan Balokan, data dikumpulkan melalui wawancara, observasi partisipatif, dan dokumentasi. Kerangka teoritik merujuk pada konsep kolektivitas (Alberto Melucci) dan kepemimpinan akar rumput (Marshall Ganz) untuk memahami dinamika komunitas dan strategi perlawanan. Hasilnya menunjukkan peran JRMK sebagai pengorganisasi lintas kampung, fasilitator forum warga, pengelola koperasi, dan pelatih advokasi. Kepemimpinan tersebar ini tumbuh lewat pembelajaran sosial dan ruang-ruang kolektif seperti forum dan koperasi. Koperasi perumahan kolektif menjadi simbol dan strategi perlawanan terhadap eksklusi ruang kota. Temuan ini menegaskan bahwa gerakan warga miskin kota bersifat proaktif dalam membangun model kota yang lebih adil dan partisipatif. Kata kunci: kepemimpinan akar rumput, kolektivitas warga, strategi pengorganisasian, Jaringan Rakyat Miskin Kota (JRMK). *** This research examines how collective citizen action is formed within the Urban Poor People's Network (JRMK) in Jakarta through grassroots leadership and community organizing strategies. Amid threats of eviction and insecure housing status, urban kampung residents build solidarity in response to spatial injustice and social inequality. Using a qualitative case study approach in three sites, Kampung Marlina, Lengkong, and Balokan. The data were collected through in-depth interviews, participant observation, and document analysis. The theoretical framework draws on Alberto Melucci’s concept of collectivity and Marshall Ganz’s grassroots leadership to analyze internal dynamics and resistance strategies. Findings reveal that JRMK plays multiple roles: cross-community organizer, public forum facilitator, cooperative manager, and legal advocacy trainer. This distributed leadership emerges through social learning and collective spaces such as forums and cooperatives. The collective housing cooperative serves as both a symbol and strategy to challenge urban exclusion. These findings affirm that urban poor movements are not merely reactive but proactive in constructing alternative, more just, and participatory urban models.
