Abstract

Partisipasi masyarakat dalam pengendalian banjir di RW 05 Sunter Agung, Jakarta Utara merujuk pada empat tahapan partisipasi menurut teori Cohen dan Uphoff, yaitu perencanaan, pelaksanaan, hasil dan evaluasi. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei terhadap 60 responden dari 20 RT. Data dikumpulkan melalui kuesioner dan didukung dengan data spasial serta wawancara mendalam. Hasil penelitian menunjukkan bahwa tingkat partisipasi masyarakat tergolong sedang, dengan partisipasi tertinggi terjadi di tahap hasil, terutama pada aspek pemanfaatan infrastruktur pengendalian banjir seperti pintu air, daerah retensi, dan sistem evakuasi. Sebaliknya, tahap perencanaan menunjukkan partisipasi yang rendah, ditandai dengan minimnya keterlibatan warga dalam pengambilan keputusan teknis. Analisis spasial memperlihatkan ketidaksesuaian antara lokasi genangan banjir tertinggi dengan wilayah yang memiliki tingkat partisipasi tinggi, seperti RT 017 yang mengalami genangan tertinggi namun partisipasinya masih dalam kategori sedang. Penelitian ini menegaskan pentingnya peningkatan kesadaran kolektif dan pemerataan partisiapsi warga, khususnya di wilayah rawan banjir, agar program pengendalian banjir seperti ProKlim dapat berjalan lebih efektif dan berkelanjutan. Kata Kunci : Partisipasi Masyarakat, Pengendalian Banjir, Program Kampung Iklim, RW 05 Sunter Agung, Analisis Spasial ***** Community participation in flood control in RW 05 Sunter Agung, North Jakarta refers to the four stage of participation according to Cohen and Uphoff’s theory, namely planning, implementation, result and evaluation. This research uses a quantitative approach with a survey method of 60 respondetns from 20 RTs. Data were collected through questionnaires and supported by spatial data and in-depth interviewa. The results show that the level of community participation is moderate, with the highest participation occuring in the result stage, especially in the aspect of utilizing flood control infrastructure suc as floodgates, retention areas, and evacuation systems. In contrast, the planning stage show low participation, characterized by the lack of citizen involvement in technical decision-making. Spatial analysis shows a mismatch between the location of the highest flood unundation and areas with high levels of participation, such as RT 017 which experienced the highest unundation but still had moderate participation. This research confirms the importance of increasing collective awareness and equalizing community participation, especially in flood-prone areas, so that flood control programs such as ProKlim can run moce effectively dan sustainably.
