Abstract

Penelitian ini bertujuan menentukan bagaimana persepsi masyarakat terdampak bencana gempa mengenai operasi pencarian dan pertolongan, dalam darurat bencana gempa bumi Sumedang, Jawa Barat. Kelurahan Cipameungpeuk ini memiliki indeks risiko bencana gempa diantara rendah sampai sedang. Gempa bumi yang menimpa pada bulan akhir Desember tahun 2023 hingga Januari 2024, mengakibatkan kerusakan ringan hingga sedang dalam pasca bencana. Prosedur dari operasi pencarian dan pertolongan dilakukan, namun hasil operasi melaporkan adanya keterbatasan waktu serta peralatan dalam operasi sehingga jumlah terdampak bencana meningkat. Dengan menggunakan metode ex-post facto dalam mengetahui persepsi terdampak yang didasarkan persepsi dalam teori gestalt, teori ecological perception yang berkaitan dengan wilayah, situasi dan lingkungan serta indikator operasi SAR utama dari BASARNAS. Dengan menggunakan instrumen kuesioner, persepsi pihak masyarakat terdampak diklasifikasikan sebagai faktor utama dalam meninjau respons waktu operasi pencarian dan pertolongan. Hasil penelitian menunjukkan bahwa meskipun terdapat keterbatasan waktu dan peralatan, persepsi masyarakat Sekitar 60% sangat baik bahwa pencarian dan pertolongan sudah memadai namun 40% dari responden dengan persepsi baik menyarankan dilakukan evaluasi dan latihan operasional waktu untuk meningkatkan hasil operasi pencarian dan pertolongan. Penelitian ini memberikan sudut pandang baru tentang geografi dalam pentingnya kesigapan tanggap darurat bencana. Kata Kunci: Persepsi, Operasi Pencarian dan Pertolongan, Masyarakat Terdampak, Bencana Gempa Bumi ***** This study aims to determine how the perception of the community affected by the earthquake disaster regarding search and rescue operations, in the Sumedang earthquake disaster emergency, West Java. Cipameungpeuk Village has an earthquake disaster risk index between low and moderate. The earthquake that hit in late December 2023 to January 2024, caused minor to moderate damage in the post-disaster. The search and rescue operation procedure were carried out, but the results of the operation reported that there were limitations in time and equipment in the operation so that the number of people affected by the disaster increased. By using the ex-post facto method in determining the perception of the affected based on perceptions in gestalt theory, ecological perception theory related to the region, situation and environment and the main SAR operation indicators from BASARNAS. Using a questionnaire instrument, the perception of the affected community was classified as the main factor in reviewing the response time of search and rescue operations. The results showed that despite the limitations of time and equipment, the perception of the community was around 60% very good that search and rescue was adequate, but 40% of respondents with good perceptions suggested that an evaluation and operational time training be carried out to improve the results of search and rescue operations. This research provides a new perspective on geography in the importance of disaster emergency response readiness.
