Abstract
Rizky Jalu Prasetyo, “Aksi Kamisan Sebagai Salah Satu Protes Terhadap Pelanggaran Ham Di Indonesia (2007-2017)”. Skripsi. Jakarta: Program Studi Pendidikan Sejarah, Fakultas Ilmu Sosial dan Hukum, Universitas Negeri Jakarta, 2025. Aksi Kamisan merupakan bentuk gerakan masyarakat sipil dalam memperjuangkan keadilan dan pengungkapan kebenaran atas kasus-kasus pelanggaran hak asasi manusia (HAM) di Indonesia. Berawal dari gelombang reformasi tahun 1998 yang dipicu krisis ekonomi dan politik, serta peristiwa Tragedi Trisakti yang menewaskan empat mahasiswa, masyarakat mulai menyadari pentingnya perjuangan melawan impunitas. Aksi Kamisan, yang dimulai pada tahun 2007, merupakan respons kolektif terhadap lambannya negara dalam menyelesaikan kasus-kasus pelanggaran HAM berat, seperti Tragedi Semanggi, Tragedi Tanjung Priok, Tragedi Mei 1998, hingga pembunuhan aktivis Munir. Aksi ini dilakukan secara damai setiap hari Kamis di depan Istana Negara oleh para korban, keluarga korban, serta simpatisan. Dengan simbol payung hitam, aksi ini menjadi ruang ekspresi, advokasi, sekaligus bentuk pendidikan politik publik. Tulisan ini juga menyoroti dinamika relasi antara masyarakat sipil dan pemerintah, termasuk ketiadaan komitmen negara dalam membentuk Pengadilan HAM ad hoc serta adanya indikasi kuat impunitas oleh aktor-aktor politik yang masih berkuasa. Melalui pendekatan historis dan sosial-politik, kajian ini menunjukkan bahwa Aksi Kamisan bukan sekadar protes, melainkan bentuk konsistensi moral dalam menuntut akuntabilitas negara terhadap hak-hak korban pelanggaran HAM di masa lalu dan masa kini. ******* Rizky Jalu Prasetyo, “Kamisan Action as One of the Protests Against Human Rights Violations in Indonesia (2007-2017)”. The Kamisan action is a form of civil society movement in fighting for justice and the disclosure of the truth about cases of human rights violations in Indonesia. Starting from the reformation wave in 1998, which was triggered by the economic and political crisis, as well as the Trisakti Tragedy that killed four students, people began to realize the importance of fighting against impunity. The Kamisan Action, which began in 2007, is a collective response to the state's slow pace in resolving cases of gross human rights violations, such as the Semanggi Tragedy, Tanjung Priok Tragedy, May 1998 Tragedy, and the murder of activist Munir. This action is carried out peacefully every Thursday in front of the State Palace by the victims, their families, and sympathizers. With the symbol of a black umbrella, this action became a space for expression, advocacy, as well as a form of public political education. This paper also highlights the dynamics of relations between civil society and the government, including the absence of state commitment to establish an ad hoc Human Rights Court and strong indications of impunity by political actors who are still in power. Through historical and socio-political approaches, this study shows that the Kamisan Action is not just a protest, but a form of moral consistency in demanding state accountability for the rights of victims of past and present human rights violation.
