Abstract

Penelitian ini bertujuan untuk mengetahui situasi dan kondisi Banten saat menghadapi aksi blokade ekonomi Belanda serta upaya K.H. Tb. Achmad Chatib selaku residen Banten dalam mengatasi masalah-masalah ekonomi selama masa blokade dari tahun 1947 hingga 1949. Metode yang digunakan pada penelitian ini adalah metode penelitian sejarah yang terdiri dari empat tahapan: heuristik (pengumpulan sumber), kritik (verifikasi sumber), interpretasi (penafsiran terhadap sumber) dan historiografi (penulisan terhadap hasil penelitian sejarah). Hasil penelitian ini menemukan bahwa aksi blokade Belanda terhadap Banten dilakukan dengan melakukan pendudukan dan penyerangan di wilayah yang berdekatan dengan Banten sehingga Banten menjadi terisolasi dan sulit mengadakan perhubungan. Dalam aksinya, Belanda juga mengadakan penjagaan atau patroli angkatan laut di Selat Sunda. Dengan demikian, blokade Belanda menimbulkan masalah-masalah ekonomi seperti sukarnya distribusi sehingga kegiatan ekspor terganggu, barang-barang kebutuhan sulit didapat, harga-harga kebutuhan menjadi mahal, dan peredaran mata uang yang mengalami hambatan. K.H. Tb. Achmad Chatib sebagai residen Banten berperan mengatasi masalah-masalah tersebut dengan strateginya menerapkan swasembada, yaitu memperluas lahan dan produksi serta mendorong masyarakat agar memenuhi kebutuhan sendiri. Selain itu, dikeluarkan juga aturan-aturan untuk meminimalkan keluarnya hasil daerah Banten. Adapun terkait kurangnya sandang, Perusahaan Alim Ulama (PAU) dimanfaatkan untuk memenuhi ketersediaan. Kemudian mengenai kebijakan alat tukar, K.H. Tb. Achmad Chatib menerbitkan URIDAB sebagai mata uang darurat yang berlaku sementara dan sistem barter juga dilakukan oleh masyarakat. ***** This study aims to determine the situation and conditions of Banten when facing the Dutch economic blockade and the efforts of K.H. Tb. Achmad Chatib as the resident of Banten in overcoming economic problems during the blockade from 1947 to 1949. The method used in this study is the historical research method consisting of four stages: heuristics (collecting sources), criticism (verifying sources), interpretation (interpreting sources) and historiography (writing the results of historical research). The results of this study found that the Dutch blockade of Banten was carried out by occupying and attacking areas adjacent to Banten, thus isolating Banten and making communication difficult. In its actions, the Dutch also conducted naval patrols in the Sunda Strait. Thus, the Dutch blockade caused economic problems such as difficulty in distribution, disrupting export activities, difficult to obtain necessities, high prices, and hampered currency circulation. K.H. Tb. Achmad Chatib, as the resident of Banten, played a role in addressing these problems with his strategy of implementing self-sufficiency, namely expanding land and production and encouraging the community to meet their own needs. In addition, regulations were also issued to minimize the outflow of Banten's regional products. Regarding the shortage of clothing, the Alim Ulama Company (PAU) was utilized to meet the availability. Then regarding the exchange policy, K.H. Tb. Achmad Chatib issued URIDAB as a temporary emergency currency and a barter system was also carried out by the community.
