Abstract

ABSTRAK Ketepatan waktu merupakan salah satu indikator utama keberhasilan proyek konstruksi. Namun, dalam praktiknya, proyek kerap mengalami deviasi terhadap jadwal akibat perencanaan yang kurang efektif serta kendala lapangan yang tidak terantisipasi. Penelitian ini bertujuan untuk mengevaluasi pelaksanaan sistem perencanaan dan pengendalian jadwal pada Proyek Gedung Olahraga di Cibubur dengan menggunakan indikator Percent Plan Complete (PPC) sebagai alat bantu pengendalian waktu, serta mengidentifikasi faktor-faktor yang memungkinkan proyek tetap berjalan sesuai jadwal meskipun nilai PPC belum mencapai target ideal. Penelitian ini menggunakan pendekatan deskriptif kuantitatif melalui analisis data nilai PPC mingguan, deviasi waktu, dan penyebab keterlambatan (Reason for Non-Completion/RNC). Hasil analisis menunjukkan bahwa rata-rata nilai PPC hanya mencapai 19%, dengan fluktuasi yang signifikan selama periode pelaksanaan. Meskipun banyak aktivitas mengalami keterlambatan dalam waktu mulai dan selesai, durasi aktual pelaksanaan justru lebih singkat dibandingkan rencana, yang mengindikasikan adanya strategi percepatan seperti lembur dan penambahan tenaga kerja. Evaluasi juga mengungkap bahwa kendala utama berasal dari keterlambatan gambar kerja, pengadaan material, dan persoalan administratif. Temuan ini menunjukkan bahwa meskipun nilai PPC tergolong rendah, proyek tetap dapat diselesaikan tepat waktu berkat respons adaptif yang dilakukan tim proyek secara sistematis dan kolaboratif. Dengan demikian, PPC terbukti efektif sebagai alat evaluasi untuk mengukur keandalan rencana serta ketepatan waktu pelaksanaan proyek secara menyeluruh. However, in practice, many projects experience schedule deviations due to ineffective planning and unanticipated site constraints. This study aims to evaluate the implementation of planning and schedule control systems on the Sports Hall Project in Cibubur using the Percent Plan Complete (PPC) indicator as a time control tool, and to identify the factors that enabled the project to stay on schedule despite the PPC value not reaching the ideal target. This research uses a descriptive quantitative approach through the analysis of weekly PPC values, schedule deviations, and causes of delay (Reason for Non-Completion/RNC). The results show that the average PPC value only reached 19%, with significant fluctuations throughout the execution period. Although many activities experienced start and finish delays, the actual duration was shorter than planned, indicating acceleration strategies such as overtime and additional labor. The evaluation also revealed that the main constraints were delays in shop drawings, material procurement, and administrative issues. These findings indicate that despite the low PPC value, the project was still completed on time due to the project team’s adaptive responses carried out systematically and collaboratively. Therefore, PPC proves to be an effective evaluative tool for measuring the reliability of planning and the timeliness of project execution.
