Abstract

Penelitian ini berangkat dari adanya kesenjangan antara tujuan ideal sistem pemasyarakatan dengan realitas implementasi program pembinaan. Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis strategi pembinaan yang diterapkan oleh Lembaga Pemasyarakatan (Lapas) Kelas IIA Bekasi serta dampaknya terhadap kemandirian Warga Binaan Pemasyarakatan (WBP) sebagai bekal reintegrasi sosial dan upaya menekan angka residivisme. Menggunakan metode deskriptif kualitatif, data primer diperoleh melalui wawancara mendalam dengan petugas pembinaan, WBP, dan key informan, didukung data sekunder dari studi kepustakaan. Keabsahan data diuji melalui triangulasi, member checking, dan Expert Opinion. Hasil penelitian menunjukkan bahwa Lapas Bekasi menerapkan strategi pembinaan berlapis yang adaptif, dimulai dari asesmen minat, dilanjutkan dengan metode pelaksanaan fleksibel yang mengandalkan peer teaching dan kolaborasi eksternal, serta diakhiri evaluasi berkelanjutan yang didukung insentif. Strategi ini berdampak nyata pada kemandirian WBP, yang termanifestasi dalam peningkatan keterlibatan kerja seperti kemampuan berinisiatif dan mengelola tugas mandiri di unit kerja (hidroponik, perkayuan, pangkas rambut) serta perubahan pola pikir yang ditandai dengan etos kerja positif dan meningkatnya rasa tanggung jawab. Disimpulkan bahwa strategi pembinaan yang adaptif ini efektif dalam membentuk kemandirian pada pesertanya, namun keterbatasan sumber daya sistemik secara langsung membatasi cakupan program sehingga dampaknya belum merata bagi seluruh Warga Binaan. ***** This research stems from the significant gap between the ideal objectives of the correctional system and the reality of its program implementation. This study aims to describe and analyze the development strategies implemented by the Class IIA Bekasi Correctional Institution and their impact on inmates' self-reliance as a preparation for social reintegration and an effort to reduce recidivism rates. Employing a descriptive qualitative method, primary data were obtained through in-depth interviews with rehabilitation officers, inmates, and a key informant, supported by secondary data from literature reviews. Data validity was ensured through triangulation, member checking, and Expert Opinion. The findings reveal that the Class IIA Bekasi Correctional Institution implements a multi-layered and adaptive development strategy, beginning with systematic interest assessments, followed by flexible implementation relying on peer teaching and external collaboration, and concluding with continuous evaluation supported by incentives. This strategy has a tangible impact on inmates' self-reliance, which is manifested in their increased engagement in work—such as the ability to take initiative and independently manage tasks in work units (hydroponics, woodworking, barbering)—and a shift in mindset marked by a positive work ethic and a greater sense of responsibility. It is concluded that this adaptive development strategy is effective in fostering self-reliance among its participants; however, systemic resource limitations directly limit the program's scope, preventing its impact from being evenly distributed across the entire inmate population.
