Abstract
Penelitian ini bertujuan untuk menganalisis penerapan etika pelayanan publik di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Bogor. Penelitian ini berfokus utama pada aspek kedisiplinan pegawai, keadilan dalam pelayanan, akses informasi, dan komunikasi. Metode penelitian yang digunakan yaitu pendekatan kualitatif deskriptif dengan teknik pengumpulan data wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan masih terdapat pegawai yang melakukan pelanggaran etika seperti kurang disiplin, pelayanan yang kurang adil, dan komunikasi yang belum optimal. Faktor penghambat utama dari penerapan etika itu sendiri yaitu rendahnya kesadaran moral dalam individu, kurangnya pengawasan, dan budaya organisasi yang negatif. **** This study aims to analyze the implementation of public service ethics at the Population and Civil Registration Office of Bogor Regency. The research mainly focuses on aspects such as employee discipline, fairness in service delivery, access to information, and communication. This research uses a descriptive qualitative approach with data collection techniques including interviews, observation, and documentation. The results show that there are still employees who violate ethical standards, such as lack of discipline, unfair service, and suboptimal communication. The main inhibiting factors in implementing ethics are low individual moral awareness, lack of supervision, and a negative organizational culture. Keywords: Ethics, Public Service, Code of Ethics
