Abstract

REKSA AYUNI. Analisis Governansi Pemerintah Desa yang Baik pada Desa Candirenggo Kabupaten Kebumen Berdasarkan Peraturan Menteri Dalam Negeri Nomor 20 Tahun 2018, Skripsi, Fakultas Ekonomi dan Bisnis, Universitas Negeri Jakarta, 2025. Penelitian ini bertujuan untuk menganalisis prinsip governansi pemerintah desa yang baik berdasarkan Peraturan Menteri Dalam Negeri Nomor 20 Tahun 2018 tentang pengelolaan keuangan desa serta menganalisis kendala yang dihadapi dan analisis strategi yang telah diterapkan. Objek penelitian ini adalah Desa Candirenggo. Analisis data penelitian ini menggunakan jenis penelitian kualitatif dan pendekatan deskriptif dengan data yang dikumpulkan berupa wawancara dan dokumentasi. Teknik analisis data pada penelitian ini juga dibantu menggunakan software Nvivo versi 12 untuk membantu analisis data. Berdasarkan hasil analisis yang telah dilakukan dapat disimpulkan bahwa penerapan prinsip governansi pemerintah desa yang baik dalam pengelolaan keuangan desa, yang mencakup prinsip transparansi, akuntabilitas, partisipatif, serta tertib dan disiplin anggaran, belum sepenuhnya diterapkan. Hal ini terlihat dari prinsip transparansi yang belum menyampaikan informasi secara lengkap melalui papan informasi desa dan belum mengunggah melalui media digital. Website desa juga belum diperbarui secara rutin, serta belum tersedia alamat pengaduan resmi yang dapat diakses oleh masyarakat. Kendala yang dihadapi oleh pemerintah Desa Candirenggo yaitu terkait dengan Sumber Daya Manusia, perubahan regulasi, penggunaan Teknologi Informasi serta terdapat kendala lainnya. Strategi yang telah diterapkan oleh pemerintah Desa Candirenggo yaitu, peningkatan keterbukaan informasi, kepatuhan terhadap regulasi, upaya peningkatan melalui pelatihan dan sosialisasi, serta pelayanan publik yang responsif dan efisien. Penelitian ini diharapkan dapat menjadi bahan evaluasi dan strategi bagi Pemerintah Desa Candirenggo dalam mengatasi kendala yang ada, termasuk dengan memperoleh fasilitas infrastruktur internet yang memadai, pelatihan rutin bagi perangkat desa, serta pengembangan teknologi informasi guna mewujudkan governansi pemerintah desa yang baik dalam pengelolaan keuangan desa/*****REKSA AYUNI. This study aims to analyze the implementation of good village governance principles based on the Regulation of the Minister of Home Affairs Number 20 of 2018 concerning village financial management, as well as to examine the obstacles faced and the strategies implemented. The object of this research is Candirenggo Village. The research uses a qualitative method with a descriptive approach, where data were collected through interviews and documentation. The data analysis process was also supported by NVivo version 12 software to assist in the analysis. Based on the results of the analysis, it can be concluded that the implementation of good village governance principles in village financial management which include transparency, accountability, participation, and orderly and disciplined budgeting has not been fully realized. This is evident in the transparency principle, where information has not been fully disclosed through the village information board and has not been uploaded via digital media. The village website is not updated regularly, and there is no official public complaint channel accessible to the community. The challenges faced by the Candirenggo Village government include limited human resources, changes in regulations, the use of information technology, and other technical and environmental obstacles. The strategies implemented by the village government include improving information disclosure, regulatory compliance, capacity building through training and socialization, and providing responsive and efficient public services.This research is expected to serve as an evaluation tool and strategic input for the Candirenggo Village government in overcoming existing challenges, including obtaining adequate internet infrastructure facilities, providing regular training for village officials, and developing information technology systems to realize good governance in village financial management.
