Abstract

Penelitian ini bertujuan untuk mengetahui implementasi dan menganalisis efektivitas Program Transforming Undernutrition to Thriving and Sustainable (TUNTAS) di bidang kesehatan oleh Corporate Social Responsibility (CSR) PT United Tractors Tbk (UT). Analisis efektivitas mengacu pada konsep Robert B. Duncan, yang mencakup tiga indikator: pencapaian tujuan, integrasi, dan adaptasi serta ditinjau dengan perspektif Sosiologi Organisasi menggunakan Teori Sistem Umum oleh Ludwig Von Bertalanffy. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Periode penelitian berlangsung pada Januari—Juni 2025 di wilayah Kelurahan Cakung Barat, Penggilingan, dan Rawa Terate. Pengumpulan data dilakukan melalui wawancara, observasi, serta dokumentasi yang diperoleh dari informan maupun dokumentasi langsung. Subjek penelitian terdiri dari sembilan informan, antara lain Manajer CSR UT, Penanggung jawab program TUNTAS, Nutrisionis Puskesmas Cakung, tiga ibu balita penerima manfaat serta triangulasi terhadap tiga anggota kader. Hasil penelitian menunjukkan bahwa implementasi program TUNTAS didasarkan pada kondisi stunting yang terjadi di wilayah ring 1 United Tractors. Tahapan program dimulai dari perencanaan, pelaksanaan, pemantauan, evaluasi, hingga pelaporan. Sasaran balita di wilayah penelitian diketahui mengalami permasalahan gizi ganda. Fokus kegiatan penelitian ini adalah intervensi gizi yang dilaksanakan selama enam bulan melalui pemberian makanan tambahan (PMT) berupa makanan pokok, susu kemasan, abon, dan zink. Berdasarkan analisis efektivitas Duncan, program ini menunjukkan bahwa 1) pencapaian tujuan: pada tahun 2023 mencapai target penurunan stunting sebesar 60%, tetapi tahun 2024 belum mencapai target penurunan; 2) Integrasi: TUNTAS mengadopsi pendekatan kolaborasi pentahelix yang terdiri dari pemerintah, sektor swasta, akademisi,masyarakat dan media serta kerap melakukan sosialisasi; 3) Adaptasi: terdapat pengembangan kegiatan dan bentuk PMT dari tahun 2023 ke 2024. Dalam perspektif Teori Sistem Umum United Tractors sebagai sistem utama yang menjalankan fungsi organisasi, termasuk fungsi sosial melalui Corporate Social Responsibility sebagai subsistem. Di dalam CSR, Program TUNTAS hadir sebagai sub-sub sistem yang dirancang untuk membantu mengatasi masalah stunting di wilayah intervensi. Program ini terdiri atas berbagai elemen yang saling terhubung, seperti individu yang terlibat, struktur kerja formal dan informal, serta proses koordinasi antar aktor yang semuanya mengarah pada pencapaian tujuan sistem. ******* This study aims to determine the implementation and analyze the effectiveness of the Transforming Undernutrition to Thriving and Sustainable (TUNTAS) Program in the health sector through Corporate Social Responsibility (CSR) initiatives by PT United Tractors Tbk (UT). Theeffectiveness analysis refers to the concept of Robert B. Duncan, which includes three indicators: goal achievement, integration, and adaptation. Additionally, a review from an Organizational Sociology perspective, utilizing General Systems Theory by Ludwig von Bertalanffy. This research used a qualitative approach with a case study method. The research period ran from January to June 2025 in the Cakung Barat, Penggilingan, and Rawa Terate sub-districts. Data collection was conducted through interviews, observations, and documentation obtained from informants and direct documentation. The research subjects consisted of nine informants, including the UT CSR Manager, the TUNTAS program manager, a nutritionist from the Cakung Community Health Center, three mothers of beneficiary toddlers, and triangulation with three cadre members. The results indicated that the implementation of the TUNTAS program was based on the stunting conditions occurring in the United Tractors Ring 1 area. The program stages included planning, implementation, monitoring, evaluation, and reporting. The target toddlers in the study area were known to experience multiple nutritional challenges. The focus of this research was a six-month nutritional intervention that included the provision of supplementary feeding (PMT) in the form of staple foods, packaged milk, shredded meat, and zinc. Based on Duncan's effectiveness analysis, this program shows that 1) achievement of objectives: in 2023, it achieved the target of reducing stunting by 60%, but in 2024, it had not yet achieved the reduction target; 2) Integration: TUNTAS adopts a pentahelix collaboration approach consisting of the government, private sector, academics, community and media and frequently conducts socialization; 3) Adaptation: there is a development of PMT activities and forms from 2023 to 2024. From the perspective of General Systems Theory, United Tractors is the main system that carries out organizational functions, including social functions through Corporate Social Responsibility as a subsystem. Within CSR, the TUNTAS Program is present as a sub-system designed to help overcome the problem of stunting in the intervention area. This program consists of various interconnected elements, such as the individuals involved, formal and informal work structures, and coordination processes between actors, all of which lead to the achievement of system goals.
