Abstract

Penelitian ini bertujuan untuk mengeksplorasi praktik kepemimpinan strategis dan perubahan budaya organisasi pada Perguruan Tinggi Muhammadiyah (PTM) di kawasan Indonesia Timur, dengan fokus pada Universitas Muhammadiyah Maumere (UM Maumere) di Nusa Tenggara Timur. Menggunakan pendekatan kualitatif fenomenologis, studi ini menganalisis makna pengalaman kepemimpinan dari aktor-aktor utama dalam institusi tersebut, serta dinamika perubahan budaya yang terjadi dalam konteks sosial, ekonomi, dan keagamaan yang kompleks. Hasil penelitian menunjukkan bahwa kepemimpinan strategis di UM Maumere berperan penting dalam mengarahkan perubahan budaya yang lebih inklusif dan adaptif, tanpa meninggalkan nilai-nilai Islam substantif. Nilai inklusivitas, moderasi, dan tanggung jawab sosial menjadi fondasi budaya baru yang ditanamkan melalui kebijakan, program akademik, dan interaksi antar sivitas akademika. Perubahan budaya ini tidak bersifat top- down, melainkan tumbuh dari partisipasi kolektif dosen, mahasiswa, dan tenaga kependidikan. Model kepemimpinan strategis yang diusulkan dalam penelitian ini mencerminkan kombinasi antara visi jangka panjang, respons terhadap konteks lokal, dan integrasi nilai keislaman dalam tata kelola institusi pendidikan tinggi di wilayah marginal. Penelitian ini memberikan kontribusi teoretis terhadap pengembangan model kepemimpinan strategis berbasis nilai dan fenomenologis, serta rekomendasi praktis bagi PTM di kawasan serupa untuk mewujudkan keberlanjutan institusional dalam keragaman sosial dan budaya. This study aims to explore the practice of strategic leadership and organizational cultural change within Muhammadiyah Higher Education Institutions (PTM) in Eastern Indonesia, with a particular focus on Universitas Muhammadiyah Maumere (UM Maumere) in East Nusa Tenggara. Employing a qualitative phenomenological approach, the research investigates the lived experiences and interpretations of key institutional actors regarding leadership practices and the cultural transformation process in the context of complex social, economic, and religious dynamics. The findings reveal that strategic leadership at UM Maumere plays a critical role in guiding an inclusive and adaptive cultural shift while upholding substantive Islamic values. Inclusivity, moderation, and social responsibility emerged as core values embedded in the university's academic programs, institutional policies, and daily interactions among faculty, staff, and students. The cultural transformation process is not driven solely by top- down mandates but is cultivated through the active participation of the academic community. The proposed strategic leadership model in this study combines a long-term vision, contextual responsiveness, and the integration of Islamic values, offering a framework for managing Islamic higher education institutions in socially diverse and geographically marginalized regions. This study contributes to the theoretical development of value-based and phenomenologically grounded strategic leadership models and provides practical insights for PTMs in similar contexts to achieve sustainable institutional transformation amidst sociocultural diversity.
