Abstract

Penelitian ini memiliki tiga tujuan utama. Tujuan pertama adalah mendekripsikan latar belakang revitalisasi Tebet Eco Park dalam penyediaan fasilitas bagi pengunjung penyandang disabilitas. Tujuan kedua yaitu mendeskripsikan bentuk pemanfaatan Tebet Eco Park sebagai ruang reproduksi sosial dan hambatan yang dialami oleh pengunjung penyandang disabilitas. Tujuan terakhir adalah untuk menganalisis Tebet Eco Park sebagai ruang sosial yang inklusif bagi penyandang disabilitas. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Teknik pengumpulan data meliputi wawancara mendalam, observasi, dokumentasi, serta studi literatur. Informan utama terdiri dari 5 penyandang disabilitas. Selanjutnya, dilengkapi oleh 7 triangulasi, yang terdiri dari 1 orang pendamping, 3 pengunjung non disabilitas, 1 pedagang di sekitar kawasan taman, 1 orang pengelola Tebet Eco Park, dan Kepala Seksi Perencanaan DInas Pertamanan dan Hutan Kota DKI Jakarta. Hasil penelitian menunjukkan bahwa revitalisasi taman Tebet Eco Park dilatarbelakangi oleh dorongan Pemerintah Kota DKI Jakarta untuk memperbaiki kualitas ruang hijau dan menghadirkan taman kota yang berperan sebagai ruang hijau aktif, namun dalam proses perencanaan masih belum mempertimbangkan penyandang disabilitas secara penuh. Pengunjung disabilitas memanfaatkan Tebet Eco Park sebagai ruang reproduksi sosial dengan melakukan aktivitas rekreasi bersama keluarga atau pendamping, namun pemanfaatan tersebut masih dibatasi oleh berbagai hambatan. Berdasarkan analisis terhadap pengalaman pengguna, Tebet Eco Park berada pada tahap ruang sosial yang sedang dalam proses menuju inklusivitas. Adanya penyandang disabilitas yang harus beradaptasi dan melakukan negosiasi dengan kondisi taman menunjukkan bahwa inklusivitas di Tebet Eco Park masih berada dalam proses menuju ruang yang setara bagi semua kelompok masyarakat. ***** This study has three main objectives. The first objective is to describe the background of the revitalization of Tebet Eco Park in providing facilities for visitors with disabilities. The second objective is to describe the use of Tebet Eco Park as a space for social reproduction and the obstacles experienced by visitors with disabilities. The final objective is to analyze Tebet Eco Park as an inclusive social space for people with disabilities. This study uses a qualitative approach with a case study method. Data collection techniques include in-depth interviews, observation, documentation, and literature study. The main informants consisted of five persons with disabilities. This was supplemented by seven triangulations, consisting of one companion, three non-disabled visitors, one vendor in the park area, one Tebet Eco Park manager, and the Head of the Planning Section of the Jakarta City Parks and Forestry Agency. The results of the study show that the revitalization of Tebet Eco Park was motivated by the DKI Jakarta City Government's drive to improve the quality of green spaces and create city parks that serve as active green spaces. However, the planning process did not fully consider persons with disabilities. Visitors with disabilities use Tebet Eco Park as a space for social reproduction by engaging in recreational activities with their families or companions, but their use of the park is still limited by various barriers. Based on an analysis of user experiences, Tebet Eco Park is at the stage of a social space that is in the process of becoming inclusive. The existence of persons with disabilities who must adapt and negotiate with the conditions of the park shows that inclusivity at Tebet Eco Park is still in the process of becoming an equal space for all community groups.
