Abstract

Penelitian ini dilatarbelakangi oleh belum tersedianya media informasi berupa video profil pada Humas Direktorat Jenderal Bina Keuangan Daerah (Ditjen Keuda) Kementerian Dalam Negeri, sehingga pemahaman publik mengenai fungsi, tugas, dan kontribusi humas dalam pengelolaan informasi kebijakan keuangan daerah masih terbatas. Penelitian ini bertujuan untuk merancang video profil berbasis testimonial videography sebagai media informasi yang sistematis, terstruktur, dan mudah dipahami oleh masyarakat. Metode penelitian yang digunakan adalah Research and Development (R&D) dengan model pengembangan Four-D yang meliputi tahap define (pendefinisian), design (perancangan), develop (pengembangan), dan disseminate (penyebarluasan). Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan studi literatur. Produk diuji kelayakannya melalui validasi oleh ahli materi, ahli media, serta uji coba kepada 30 responden dari pegawai di lingkungan Ditjen Keuda. Hasil penelitian menunjukkan bahwa video profil yang dihasilkan berdurasi 4 menit 55 detik dengan format MP4. Berdasarkan hasil uji kelayakan, produk memperoleh skor 100% dari ahli materi, 84% dari ahli media, dan 95% dari responden, yang seluruhnya termasuk dalam kategori "Sangat Layak". Kesimpulannya, video profil ini dinyatakan sangat layak digunakan sebagai media informasi untuk meningkatkan pemahaman publik serta memperkuat kredibilitas Humas Ditjen Keuda Kementerian Dalam Negeri. ***** This research was motivated by the absence of a information medium in the form of a profile video for the Public Relations Division of the Directorate General of Regional Financial Development (Ditjen Keuda), Ministry of Home Affairs. This condition resulted in limited public understanding regarding the roles, functions, and contributions of public relations in managing regional financial policy information. This study aimed to design a profile video based on testimonial videography as a systematic and well-structured information medium. The research employed a Research and Development (R&D) approach using the Four-D development model, which consisted of four stages: define, design, develop, and disseminate. Data were collected through interviews, observations, and literature studies. The developed product was evaluated through validation by material experts, media experts, and field testing with 30 respondents from employees within the Ditjen Keuda environment. The results indicated that the produced profile video had a duration of 4 minutes and 55 seconds in MP4 format. Based on the feasibility assessment, the product obtained a score of 100% from material experts, 84% from media experts, and 95% from respondents, all of which fell into the "Very Feasible" category. In conclusion, the developed profile video was declared highly suitable for use as an information medium to enhance public understanding and strengthen the credibility of the Public Relations Division of Ditjen Keuda, Ministry of Home Affairs.
