Abstract

Penelitian ini mengkaji konflik dualisme dalam federasi sepak bola Indonesia dengan fokus pada krisis legitimasi PSSI sepanjang Oktober 2010–2013, yaitu sejak munculnya kompetisi yang berjalan tanpa persetujuan PSSI hingga fase penyatuan yang diklaim mengakhiri dualisme organisasi. Permasalahan penelitian dirumuskan melalui dua pertanyaan utama: mengapa konflik federasi merefleksikan krisis legitimasi dalam organisasi olahraga nasional dan bagaimana narasi “keabsahan” PSSI diproduksi serta diperebutkan oleh aktor-aktor berbeda. Tujuan penelitian selaras dengan rumusan masalah, yaitu menjelaskan karakter krisis legitimasi dan memetakan kontestasi narasi keabsahan dalam konflik tersebut. Kerangka analisis menggunakan teori legitimasi Max Weber yaitu legal-rasional, tradisional, dan karismatik untuk membaca perebutan otoritas dan penerimaan sosial terhadap kepemimpinan federasi. Metode yang digunakan ialah metode sejarah deskriptif-naratif dengan tahapan penelitian mengikuti Kuntowijoyo (pemilihan topik, pengumpulan sumber, verifikasi, interpretasi, dan historiografi), dengan pemanfaatan sumber primer (antara lain surat kabar) dan sumber sekunder (artikel/jurnal). Hasil kajian menunjukkan bahwa dualisme tidak semata berwujud “dua kepengurusan/dua liga”, melainkan berupa fragmentasi otoritas yang dipertajam oleh sengketa prosedural, klaim legalitas, serta relasi kuasa yang memicu polarisasi kepatuhan stakeholder. Upaya rekonsiliasi menonjol melalui mediasi di Kuala Lumpur (7 Juni 2012) yang melahirkan kerangka penyatuan (MoU), namun implementasinya tetap memunculkan friksi hingga proses kongres penyatuan pada 2013. ***** This study examines the dualism conflict within Indonesia’s football federation by focusing on the legitimacy crisis of PSSI during October 2010–2013, spanning from the emergence of a competition held without PSSI approval to the claimed unification phase that ended the organizational split. The research is guided by two central questions: why the federation conflict reflects a legitimacy crisis in a national sports organization, and how narratives of PSSI’s “legitimacy” were produced and contested by different actors. The research objectives align with these questions, namely to explain the nature of the legitimacy crisis and to map the contestation over “legal” and “legitimate” authority within the conflict. Analytically, the study applies Max Weber’s legitimacy framework—legalrational, traditional, and charismatic—to interpret struggles over authority, compliance, and social acceptance in the federation’s leadership. Methodologically, it employs a descriptive-narrative historical approach, following Kuntowijoyo’s stages (topic selection, source collection, verification, interpretation, and historiography), and draws on primary sources (including newspapers) and secondary sources (articles/journals). The findings suggest that the dualism was not merely the presence of “two leagues” or “two administrations,” but a broader fragmentation of authority intensified by procedural disputes, competing legal claims, and power relations that polarized stakeholder compliance. Reconciliation efforts were marked by the Kuala Lumpur mediation (7 June 2012) resulting in an MoU-based unification framework, yet implementation remained contentious and extended into the 2013 unification congress process.
