Abstract
Penelitian ini bertujuan untuk merumuskan strategi optimalisasi penyusutan arsip inaktif di Direktorat Air Minum, Direktorat Jenderal Cipta Karya, Kementerian Pekerjaan Umum. Latar belakang penelitian ini adalah fenomena penumpukan arsip inaktif akibat keterbatasan ruang penyimpanan (Records Center), kurangnya tenaga arsiparis fungsional, serta hambatan psikologis pegawai dalam memusnahkan arsip. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Data dikumpulkan melalui wawancara mendalam dengan empat informan yang dipilih berdasarkan kriteria partisipasi aktif dalam pengelolaan arsip, observasi, serta studi dokumentasi. Analisis data menggunakan model Miles dan Huberman yang dilanjutkan dengan analisis matriks SWOT (Strengths, Weaknesses, Opportunities, Threats). Hasil penelitian menunjukkan bahwa meskipun prosedur penyusutan telah memiliki payung hukum (Permen PUPR No. 26 Tahun 2021), pelaksanaannya belum konsisten. Strategi Optimalisasi yang dihasilkan meliputi: (1) Percepatan transformasi digital melalui E-Approval untuk memangkas birokrasi pemusnahan dan penggunaan Document Management System (DMS); (2) Penunjukan Person in Charge (PIC) kearsipan di setiap unit kerja untuk memperjelas tanggung jawab; (3) Penerapan strategi pelatihan proaktif "Jemput Bola" untuk meningkatkan kompetensi SDM; dan (4) Penegakan disiplin Jadwal Retensi Arsip (JRA) yang ketat didukung sistem Reward and Punishment guna mengubah budaya kerja organisasi. Kata Kunci: Penyusutan Arsip, Arsip Inaktif, Analisis SWOT, Manajemen Kearsipan, Digitalisasi Arsip ***** This study aims to formulate a strategy for optimizing the reduction of inactive archives at the Directorate of Drinking Water, Directorate General of Human Settlements, Ministry of Public Works. The background of this research is the phenomenon of inactive archive accumulation due to limited storage space (Records Center), a lack of functional archivists, and employees' psychological barriers to destroying archives. This study uses a qualitative approach with a case study method. Data were collected through in-depth interviews with four informants selected based on active participation criteria in records management, observation, and documentation study. Data analysis used the Miles and Huberman model followed by SWOT matrix analysis (Strengths, Weaknesses, Opportunities, Threats). The results show that although the reduction procedure has a legal basis (Permen PUPR No. 26 of 2021), its implementation has not been consistent. The resulting optimization strategies include: (1) Accelerating digital transformation through E-Approval to cut destruction bureaucracy and using a Document Management System (DMS); (2) Appointing a Person in Charge (PIC) for archives in each work unit to clarify responsibilities; (3) Implementing a proactive "Pick Up the Ball" training strategy to improve human resource competence; and (4) Strict enforcement of the Archives Retention Schedule (JRA) supported by a Reward and Punishment system to transform organizational work culture.
