Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas penerapan Jadwal Retensi Arsip (JRA) dalam proses penyusutan arsip inaktif di PT XYZ. Penumpukan arsip inaktif yang mencapai 9.442 boks mengindikasikan bahwa penerapan JRA belum berjalan secara optimal. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan metode studi kasus. Data dikumpulkan melalui wawancara mendalam dengan empat informan yang terdiri dari ASM Sub Divisi Administrasi SDM, Umum dan Rumah Tangga serta tiga staf kearsipan, observasi lapangan, dan studi dokumentasi. Keabsahan data diuji menggunakan triangulasi sumber, teknik, dan teori. Hasil penelitian menunjukkan bahwa penerapan JRA di PT XYZ belum efektif ditinjau dari aspek kebijakan dan prosedur kearsipan. Meskipun JRA dan SOP telah tersedia sebagai pedoman formal, implementasinya masih bersifat parsial dan hanya konsisten pada tahap penyimpanan dan pemindahan arsip, sementara tahap penyusutan belum terlaksana. Terdapat enam kendala utama yang menghambat efektivitas penerapan JRA, yaitu rendahnya dukungan manajemen, keterbatasan kompetensi sumber daya manusia, keterbatasan sarana dan prasarana, sistem pendataan yang tidak optimal, kompleksitas birokrasi internal, dan pola penyusutan yang reaktif berorientasi pada efisiensi biaya. Ketidakefektifan ini berdampak pada penumpukan arsip inaktif, inefisiensi ruang dan biaya penyimpanan, kesulitan temu balik arsip, serta ketidakpatuhan terhadap regulasi kearsipan. Penelitian ini merekomendasikan agar PT XYZ memperkuat komitmen manajemen, meningkatkan kompetensi SDM melalui pelatihan teknis kearsipan, membenahi sistem pendataan arsip, menyederhanakan mekanisme perizinan internal, dan melaksanakan monitoring berkelanjutan.*****This study aims to analyze the effectiveness of the implementation of the Archive Retention Schedule (ARS) in the process of reducing inactive archives at PT XYZ. The accumulation of 9,442 boxes of inactive archives indicates that ARS implementation has not been running optimally. This study uses a descriptive qualitative approach with a case study method. Data were collected through in-depth interviews with four informants consisting of the Assistant Manager of the HR, General Affairs and Household Administration Sub-Division and three archival staff, field observations, and documentation studies. Data validity was tested using source, technique, and theory triangulation. The results show that ARS implementation at PT XYZ has not been effective in terms of archival policies and procedures. Although ARS and SOPs are available as formal guidelines, their implementation remains partial and only consistent at the storage and transfer stages, while the reduction stage has not been implemented. There are six main obstacles hindering ARS effectiveness: low management support, limited human resource competencies, limited facilities and infrastructure, non-optimal data recording systems, complex internal bureaucracy, and reactive reduction patterns oriented towards cost efficiency. This ineffectiveness results in the accumulation of inactive archives, storage space and cost inefficiency, difficulties in archive retrieval, and non-compliance with archival regulations. This study recommends that PT XYZ strengthen management commitment, improve HR competencies through technical archival training, improve archive data recording systems, simplify internal licensing mechanisms, and implement continuous monitoring.
