Abstract

Penelitian ini memiliki tiga tujuan, pertama menganalisis latar belakang sewa lahan parkir di RT 009 RW 09 Kelurahan Baru Pasar Rebo Jakarta Timur. Kedua yaitu mendeskripsikan sewa lahan parkir di RT 009 RW 09 Kelurahan Baru Pasar Rebo Jakarta Timur sebagai aktivitas ekonomi informal perkotaan. Ketiga untuk mendeskripsikan aktivitas sewa lahan parkir dalam perspektif sosiologi. Penelitian ini menyoroti permasalahan keterbatasan lahan perkotaan yang memicu munculnya ekonomi informal berupa penyediaan jasa sewa lahan parkir. Penelitian ini mengunakan pendekatan kualitatif dengan metode studi kasus. Data penelitian diperoleh melalui observasi, dokumentasi, studi kepustakaan, dan wawancara dengan subjek kunci penelitian yaitu tiga orang pemilik lahan yang dijadikan sewa lahan parkir serta empat subjek triangulasi penelitian yaitu satu orang ketua RT dan tiga orang penyewa lahan parkir. Lokasi penelitian dilakukan di RT 009 RW 09 Kelurahan Baru Kecamatan Pasar Rebo Jakarta Timur pada bulan April 2025 hingga Juli 2025. Penelitian ini menggunakan konsep Keith Hart mengenai sektor informal di perkotaan. Hasil penelitian menunjukkan bahwa latar belakang sewa lahan parkir di RT 009 RW 09 Kelurahan Baru Kecamatan Pasar Rebo Jakarta Timur disebabkan oleh pemanfaatan lahan pribadi menjadi salah satu usaha ekonomi informal yaitu sewa lahan parkir. Usaha ekonomi informal ini tentunya menjadi sumber penghasilan utama dan penghasilan tambahan dari para pemilik lahan dengan fasilitas yang cukup dengan ketentuan tidak resmi ataupun tertulis. Dan juga melihat aktivitas sewa lahan parkir dalam perspektif sosiologi yaitu masyarakat beradaptasi ditengah keterbatasan melalui inisiatif dan interaksi. Serta menerapkan refleksi pendidikan dengan menganilisis kegagalan tata kota dan kreativitas masyarakat untuk mendapatkan peluang. ***** This research has three objectives, first, to analyze the background of parking lot rental in RT 009 RW 09 Kelurahan Baru Pasar Rebo East Jakarta. Second, to describe the parking lot rental in RT 009 RW 09 Kelurahan Baru Pasar Rebo East Jakarta as an urban informal economic activity. Third, to describe parking lot rental activities from a sociological perspective. The problem of this research is the informal sector as a form of economy in urban areas by utilizing land to rent parking lots in the midst of limited land in urban areas. This research uses a qualitative approach with a case study method. The research data were obtained through observation, documentation, literature study, and interviews with the key research subjects, namely three landowners who rented parking lots and four research triangulation subjects, namely one RT head and three parking lot tenants. The research was conducted in RT 009 RW 09 Kelurahan Baru, Pasar Rebo Subdistrict, East Jakarta from April 2025 to July 2025. This research uses Keith Hart's concept of the informal sector in urban areas. The results showed that the background of parking lot rental in RT 009 RW 09 Kelurahan Baru, Pasar Rebo Subdistrict, East Jakarta is due to the utilization of private land into one of the informal economic businesses, namely parking lot rental. Land that previously did not generate income because the land was only used as empty rent, a debris dump, and put a cage. This informal economic business is certainly a source of main income and additional income from landowners with sufficient facilities with unofficial or written provisions. And also see parking lot rental activities in a sociological perspective.
