Abstract

Penelitian ini memiliki tujuan untuk mengetahui transformasi cara kerja yang dilakukan oleh Kalyanamitra sebagai Civil Society Organization dan faktor yang mempengaruhi perubahan cara kerja tersebut berdasarkan perspektif institusional Paul DiMaggio dan Walter Powell. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Penelitian dilakukan di kantor Yayasan Kalyanamitra yang berlokasi di Jakarta Timur. Subjek penelitian terdiri dari 7 orang, meliputi 6 pengurus Kalyanamitra sebagai informan utama dan 1 pengurus INFID sebagai triangulasi. Penelitian ini dilaksanakan pada bulan Juli sampai dengan November 2025. Pengumpulan data dilakukan dengan wawancara mendalam, observasi di lokasi penelitian, dan dokumentasi. Data temuan lalu dianalisis dengan menggunakan konsep Civil Society Organization, konsep transformasi cara kerja CSO, dan konsep institusional Paul DiMaggio dan Walter Powell. Hasil penelitian menunjukkan bahwa Kalyanamitra mengalami transformasi dalam cara kerjanya sebagai sebuah CSO. Pada masa Orde Baru, pendekatan yang diterapkan bersifat diametral dan konfrontatif terhadap negara. Namun, pada era Reformasi, pendekatan tersebut menjadi lebih terbuka dan tidak lagi terbatas pada ruang internal masyarakat sipil, termasuk membangun hubungan dengan pemerintah. Transformasi cara kerja ini dipengaruhi oleh sejumlah faktor, seperti tuntutan nilai-nilai feminisme, kapasitas sumber daya manusia organisasi, refleksi dari jaringan masyarakat sipil, keterbatasan pendanaan, serta dinamika sosial-politik Indonesia. Transformasi tersebut kemudian diwujudkan melalui strategi critical engagement, yaitu pendekatan yang bertujuan memastikan isu-isu prioritas organisasi mendapat perhatian pemangku kepentingan dan terintegrasi dalam kebijakan. Perubahan ini sejalan dengan konsep institusional dari Paul DiMaggio dan Walter Powell yang menyatakan bahwa organisasi-organisasi dalam lingkungan yang sama cenderung melakukan perubahan karena berbagai tekanan sehingga menyebabkan mereka menjadi semakin serupa. Kata Kunci: Transformasi Cara Kerja, Organisasi Masyarakat Sipil, Institusional. ***** This study aims to examine the transformation of working methods carried out by Kalyanamitra as a Civil Society Organization and the factors influencing these changes based on the institutional perspective of Paul DiMaggio and Walter Powell. This research uses a qualitative approach with a case study method. The study was conducted at the office of Kalyanamitra Foundation located in East Jakarta. The subjects of this study consisted of 7 people, including 6 Kalyanamitra administrators as primary informants and 1 INFID administrator as triangulation. This research was conducted from July to November 2025. Data collection was carried out through in-depth interviews, on-site observations, and documentation. The findings were then analyzed using the concepts of Civil Society Organization, the transformation of CSO working methods, and Paul DiMaggio and Walter Powell’s concept of institutionalization. The results of this study show that Kalyanamitra has undergone a transformation in its working methods as a CSO. During the New Order era, the approach applied was diametrically opposed and confrontational towards the state. However, in the Reformation era, this approach became more open and was no longer limited to the internal sphere of civil society, including by establishing cooperation with the government. This change was influenced by various factors, such as the demands of feminist values, the organization’s human resource capacity, reflections from civil society networks, funding constraints, and the socio-political situation in Indonesia. This transformation was then realized through a critical engagement strategy, which is an approach that aims to ensure that the organization’s priority issues receive the attention of stakeholders and are integrated into policy. This change is in line with the institutional concept of Paul DiMaggio and Walter Powell, which states that organizations in the same environment tend to undergo changes due to various pressures, causing them to become more similar.
