Abstract
***** This study aims to develop an implementation procedure for the Last Planner System (LPS) to serve as a time management tool for undergraduate thesis writing among students of the Building Engineering Education Study Program at the State University of Jakarta. The research is motivated by preliminary findings indicating that the thesis preparation process generally lacks a structured, documented, and measurable progress monitoring system, making consistent time control and plan evaluation difficult to achieve. This research utilizes the Research and Development (R&D) method following the 4D model, which includes the stages of Define, Design, Develop, and Disseminate. The Define stage involved interviews with the thesis coordinator, literature reviews, and an analysis of the thesis handbook. The Design stage resulted in a draft of the LPS implementation procedure tailored to an academic context. The Develop stage included the creation of a Google Spreadsheet-based procedural tool supported by a pocket guide, expert validation, and a limited trial involving students currently writing their theses over four periods (one month). The Disseminate stage was conducted through limited socialization and the provision of the product as a reference material. The results of the limited trial demonstrate that the product is functional and assists students in the process of planning, documenting constraints, and monitoring thesis progress. The Percent Plan Complete (PPC) values obtained during the trial exhibited a fluctuating pattern with an improvement trend in several periods, although optimal stability was not yet achieved. These findings indicate that the developed LPS procedure has the potential to support time management in thesis writing, but requires ongoing mentoring, habituation, and further development to ensure consistent and sustainable application.
