Abstract

Runtuhnya Orde Baru pada tahun 1998 menyisakan paradoks ketika sistem demokrasi yang mengklaim kedaulatan rakyat justru menentukan presiden melalui elite MPR. Skripsi ini mengkaji pergulatan gagasan antara kubu reformis dan konservatif dalam reformasi konstitusi Indonesia periode 1999 hingga 2004 untuk menentukan mekanisme pemilihan presiden. Berpijak pada Teori Demokratisasi Samuel P. Huntington dan metode sejarah kritis melalui analisis risalah sidang MPR serta dokumen amandemen UUD 1945, penelitian ini membedah transformasi konstitusional tersebut. Penelitian ini mengungkap bahwa sistem pemilihan presiden langsung merupakan buah kompromi taktis dari perdebatan ideologis yang sengit sepanjang empat kali amandemen UUD 1945 pada kurun waktu 1999 hingga 2002. Kontestasi mengenai Pasal 6 dan 6A UUD 1945 mencerminkan benturan antara pendukung supremasi MPR selaku pilar Orde Baru dan pendorong kedaulatan rakyat sebagai esensi reformasi. Melalui lobi politik yang intensif, hegemoni MPR akhirnya runtuh dan digantikan oleh legitimasi elektoral yang bersumber langsung dari rakyat. Pemilihan Presiden 2004 menjadi pembuktian sejarah saat rakyat untuk pertama kalinya memilih langsung pemimpin mereka. Transformasi ini menjadi lompatan paradigma relasi negara dan warga karena kedaulatan rakyat mulai dipraktikkan secara nyata. Dalam perspektif Huntington, pergeseran ini menandai keberhasilan Indonesia melewati fase transisi menuju konsolidasi demokrasi, meskipun masih menghadapi tantangan seperti fragmentasi politik, biaya pemilu yang tinggi, dan kualitas partisipasi publik. Skripsi ini hadir mengisi kekosongan historiografi mengenai alasan Indonesia memilih jalur demokrasi langsung yang membentuk lanskap politik nasional hingga kini. Kata kunci: Demokratisasi, Amandemen UUD 1945, Pemilihan Presiden Langsung, Legitimasi Elektoral. ***** The collapse of the New Order regime in 1998 left an institutional paradox where a democratic system claiming popular sovereignty instead determined the president through the MPR elite. This thesis examines the ideological struggle between reformist and conservative factions within Indonesia's constitutional reform from 1999 to 2004 to determine the presidential election mechanism. Grounded in Samuel P. Huntington’s Theory of Democratization and a critical historical method analyzing the MPR session minutes and the 1945 Constitution amendment documents, this study dissects this fundamental constitutional transformation. The research reveals that the direct presidential election system was the product of tactical compromises born from fierce ideological debates across four stages of amendments to the 1945 Constitution between 1999 and 2002. The contestation over Articles 6 and 6A of the 1945 Constitution reflected a clash between proponents of MPR supremacy as a pillar of the New Order and advocates of popular sovereignty as the essence of Reformasi. Through intensive political lobbying, the hegemony of the MPR ultimately collapsed, replaced by electoral legitimacy derived directly from the people. The 2004 Presidential Election served as historical proof when the people, for the first time, directly elected their leader. This transformation marked a paradigmatic shift in state-citizen relations, as popular sovereignty transitioned into actual practice. In Huntington’s perspective, this shift signifies Indonesia's success in moving past the transitional phase toward democratic consolidation, despite facing lingering challenges such as political fragmentation, high electoral costs, and the quality of public participation. This thesis fills a historiographical gap regarding the reasons why Indonesia chose the path of direct democracy, a choice that continues to shape the national political landscape today.
