Abstract

Penelitian ini bertujuan mendeskripsikan bentuk partisipasi politik perempuan, menganalisis faktor pendorong dan penghambatnya, serta pemaknaan mereka di RW 07 Kelurahan Cilincing Kecamatan Cilincing. Penelitian ini dilatarbelakangi oleh paradoks bahwa perempuan aktif dalam aktivitas sosial-politik, namun sering kali hanya dipahami sebagai kegiatan sosial. Penelitian menggunakan pendekatan kualitatif dengan metode studi kasus yang dilaksanakan pada bulan April–Juni 2026. Data diperoleh melalui observasi, wawancara, dan dokumentasi dengan tiga perempuan yang aktif dalam politik, tiga Ketua RT perempuan, Ketua PKK, Ketua RW, dan seorang expert opinion dalam bidang gender, lalu dianalisis menggunakan model Miles dan Huberman melalui triangulasi sumber, membercheck, dan penyajian data. Hasil penelitian menunjukkan bahwa: (1) bentuk partisipasi meliputi kegiatan formal (tim sukses pemilu legislatif 2024) dan informal (kegiatan sosial berdimensi politik); (2) faktor pendorong berupa kedekatan sosial, sedangkan penghambatnya adalah stereotip gender, budaya patriarki, dan beban domestik; (3) perempuan memaknai partisipasi sebagai tanggung jawab sosial, kepedulian lingkungan, dan sarana memperjuangkan kepentingan warga. Konstruksi gender terbukti tidak hanya membatasi, tetapi juga membentuk cara perempuan berpartisipasi dan memaknai politik. Penelitian ini relevan dengan Pendidikan Pancasila dan Kewarganegaraan (PPKn) pada kajian civic community, membuktikan praktik demokrasi berkembang melalui ruang sosial berbasis komunitas dan golongan yang sama. ***** This study aims to describe the forms of women's political participation, analyze its driving and inhibiting factors, and explore their meaning-making of politics in RW 07, Cilincing Subdistrict, Cilincing District. This research is informed by the paradox that although women are active in socio-political activities, these actions are frequently perceived merely as social activities. Using a qualitative approach with a case study method, this research was conducted from April to June 2026. Data were gathered through observation, interviews, and documentation involving three women active in politics, three female heads of neighborhood unit (RT), the heads of PKK, the heads of community unit (RW), and a gender studies expert. The data were then analyzed using the Miles and Huberman model, validated through source triangulation, member checks, and data display. The results indicate that: (1) the forms of participation encompass formal activities (serving as campaign team members in the 2024 legislative election) and informal activities (social initiatives with political dimensions); (2) the driving factors include social proximity, whereas the inhibiting factors consist of gender stereotypes, patriarchal culture, and domestic burdens; (3) women perceive political participation as a form of social responsibility, environmental concern, and a means to advocate for community interests. Gender construction is proven to not only limit but also shape the ways women participate in and perceive politics. This study is relevant to Pancasila and Civic Education (PPKn), particularly within the scope of civic community studies, demonstrating that civic practices and democracy thrive through community-based social spaces and shared group affinities.
