Abstract
Penelitian ini dilatar belakangi oleh tingginya potensi kecelakaan kerja di Laboratorium Pastry & Bakery Universitas Negeri Jakarta akibat penggunaan berbagai peralatan seperti mixer, oven, dough sheeter, dough divider, proofer, dan kompor, serta belum adanya pemetaan potensi bahaya dan penilaian risiko secara sistematis. Kondisi tersebut diperparah oleh rendahnya kepatuhan terhadap prosedur keselamatan kerja dan penggunaan alat pelindung diri (APD), sehingga diperlukan upaya identifikasi bahaya, penilaian risiko, dan pengendalian yang efektif. Tujuan penelitian ini adalah mengidentifikasi potensi bahaya, menganalisis tingkat risiko kecelakaan kerja, serta menghitung estimasi biaya pengendalian risiko di Laboratorium Pastry & Bakery Universitas Negeri Jakarta. Penelitian ini menggunakan metode Hazard Identification, Risk Assessment amd Determining Control (HIRADC) dan metode Hazard Identification, Risk Assessment and Risk Control (HIRARC) dan penilaian risiko berdasarkan matriks AS/NZS 4360:2004, kemudian menyusun rekomendasi pengendalian sesuai hierarki pengendalian risiko yang meliputi eliminasi, substitusi, rekayasa teknik, pengendalian administratif, dan penggunaan APD. Hasil penelitian menunjukkan terdapat 16 potensi bahaya dengan 34 tingkat risiko yang terdiri atas 2 kategori rendah, 20 kategori sedang, dan 12 kategori tinggi, dengan dominasi risiko sedang hingga tinggi pada berbagai tahapan praktikum. Estimasi biaya yang dibutuhkan untuk menerapkan seluruh rekomendasi pengendalian berkisar antara Rp8.000.000 hingga Rp8.500.000. Kesimpulan dari penelitian ini adalah bahwa penerapan metode Hazard Identification, Risk Assessment amd Determining Control (HIRADC) dan metode Hazard Identification, Risk Assessment and Risk Control (HIRARC)mampu mengidentifikasi potensi bahaya secara sistematis, menentukan tingkat risiko pada setiap aktivitas praktikum, serta menghasilkan rekomendasi pengendalian yang efektif dan layak diterapkan, sehingga diharapkan dapat meningkatkan penerapan Keselamatan dan Kesehatan Kerja (K3) serta menurunkan risiko kecelakaan kerja di Laboratorium Pastry & Bakery Universitas Negeri Jakarta. ***** This study is motivated by the high potential for workplace accidents in the Pastry & Bakery Laboratory at Universitas Negeri Jakarta due to the use of various equipment such as mixers, ovens, dough sheeters, dough dividers, proofers, and stoves, and the lack of systematic hazard mapping and risk assessment. The situation is exacerbated by low compliance with safety procedures and the use of personal protective equipment (PPE). Therefore, effective hazard identification, risk assessment, and control measures are required. The objectives of this study are to identify potential hazards, analyze the level of occupational risk, and estimate the cost of risk controls in the Pastry & Bakery Laboratory at Universitas Negeri Jakarta. This research employs the Hazard Identification, Risk Assessment and Determining Control (HIRADC) method and the Hazard Identification, Risk Assessment and Risk Control (HIRARC) method, with risk assessment based on the AS/NZS 4360:2004 matrix. Recommendations are then developed according to the hierarchy of controls, including elimination, substitution, engineering controls, administrative controls, and PPE. The results indicate 16 hazard types with 34 risk instances, comprising 2 low, 20 medium, and 12 high risk categories, with a predominance of medium to high risks across various practicum stages. The estimated cost to implement all recommended controls ranges from IDR 8,000,000 to IDR 8,500,000. The study concludes that the application of HIRADC and HIRARC methods can systematically identify hazards, determine risk levels for each practicum activity, and produce feasible and effective control recommendations, which are expected to improve occupational health and safety (OHS) implementation and reduce workplace accident risks in the Pastry & Bakery Laboratory at Universitas Negeri Jakarta.
