Abstract

Penelitian ini bertujuan untuk menganalisis fenomena manusia silver dalam perspektif keadilan sosial di wilayah perkotaan, dengan menyoroti pengalaman dan motif menjadi manusia silver, respon masyarakat terhadap keberadaan mereka, strategi pemenuhan kebutuhan dasar, serta pemaknaan keadilan sosial oleh para pelaku. Penelitian dilaksanakan pada periode Desember 2025 hingga Maret 2026 di wilayah Jakarta dan Bekasi. Penelitian ini menggunakan metode kualitatif dengan pendekatan fenomenologi, melalui teknik pengumpulan data berupa wawancara mendalam, observasi, dan dokumentasi terhadap informan utama, narasumber, serta informan ahli. Hasil penelitian menunjukkan bahwa manusia silver memiliki motif utama yang erat kaitannya dengan keterbatasan ekonomi, rendahnya tingkat pendidikan, dan sempitnya akses terhadap pekerjaan formal, informan hidup dalam kondisi ekonomi yang rentan juga penghasilan yang tidak menentu, bahkan dalam situasi tertentu mendekati kategori kemiskinan ekstrem,. Di sisi lain, respon masyarakat menunjukkan adanya bentuk penerimaan, namun juga penolakan oleh pengguna jalan, sekaligus stigma sosial yang memengaruhi kehidupan para pelaku. Untuk memenuhi kebutuhan dasar, manusia silver mengembangkan berbagai strategi bertahan hidup sesuai dengan kondisi yang dihadapi, salah satunya adalah lokasi mobilisasi pekerjaan yang rendah intensitas razia. Pada akhirnya, informan memandang pemerintah belum mampu menerapkan prinsip keadilan yang direalisasikan kepada masyarakat kelompok rentan. Kesimpulan dari penelitian ini adalah, fenomena manusia silver mencerminkan belum terpenuhinya prinsip keadilan sosial, khususnya dalam hal distribusi kesempatan dan akses terhadap sumber daya, sehingga diperlukan intervensi kebijakan yang lebih komprehensif, kontekstual, dan tepat sasaran. ***** This study aims to analyze the phenomenon of silver men from the perspective of social justice in urban areas by examining their experiences and motivations for becoming silver men, public responses to their presence, strategies for fulfilling basic needs, and their understanding of social justice. The study was conducted from December 2025 to March 2026 in Jakarta and Bekasi. This research employed a qualitative method with a phenomenological approach. Data were collected through in-depth interviews, observations, and documentation involving primary informants, supporting informants, and expert informants. The findings reveal that the primary motivations for becoming silver men are closely related to economic limitations, low educational attainment, and limited access to formal employment. The informants live in vulnerable economic conditions with unstable incomes, which in certain situations approach the category of extreme poverty. On the other hand, public responses indicate both acceptance and rejection from road users, accompanied by social stigma that affects the lives of the actors. To fulfill their basic needs, silver men develop various survival strategies according to the conditions they face, one of which is choosing work locations with a lower intensity of public-order raids. Ultimately, the informants perceive that the government has not fully implemented the principles of social justice for vulnerable groups. The conclusion of this research is, the phenomenon of silver men reflects the incomplete realization of social justice, particularly in terms of the distribution of opportunities and access to resources, highlighting the need for more comprehensive, contextual, and targeted policy interventions.
