Abstract

Penelitian ini bertujuan mengevaluasi dampak penggunaan Virtual Reality (VR) dalam pendidikan dan latihan penerbang helikopter Polri dengan menekankan pada efektivitas, kesiapan, serta implikasi kebijakan. Latar belakang penelitian berangkat dari tingginya risiko penerbangan di Papua yang disebabkan faktor cuaca ekstrem, topografi sulit, serta risiko Controlled Flight Into Terrain (CFIT), yang menuntut inovasi metode pelatihan. Dengan pendekatan mixed methods, penelitian ini mengintegrasikan data kuantitatif berupa Uji Wilcoxon, NASA-TLX, dan SERVQUAL dengan temuan kualitatif dari wawancara mendalam, FGD, serta analisis tematik NVivo. Validasi instrumen menggunakan CVR dan CVI menunjukkan tingkat validitas 96,3%, menegaskan instrumen layak digunakan untuk mengukur efektivitas VR training. Hasil penelitian memperlihatkan adanya peningkatan signifikan kesiapan penerbang setelah mengikuti pelatihan VR. Analisis NASA-TLX menunjukkan penurunan beban kerja mental pada dimensi mental demand, effort, dan frustration, sementara performance meningkat. Data SERVQUAL memperlihatkan kepuasan peserta yang tinggi pada dimensi assurance (4,50) dan reliability (4,25), yang menegaskan kepercayaan terhadap kualitas VR training. Temuan kualitatif menegaskan bahwa VR membantu penerbang menghadapi konteks Papua, memberikan rasa aman, dan memperkuat situational awareness. Integrasi model CIPP, Realist, Kirkpatrick, dan UFE menghasilkan meta-inference yang konsisten, membuktikan VR sebagai inovasi pedagogis yang relevan dan bermanfaat secara praktis. Penelitian ini menyimpulkan bahwa VR layak diinstitusionalisasi dalam kurikulum nasional Polri sebagai strategi pelatihan permanen. Implementasi VR terbukti tidak hanya menurunkan biaya dan waktu, tetapi juga meningkatkan keselamatan operasional. Rekomendasi kebijakan menekankan perlunya standardisasi perangkat, pelatihan instruktur, serta evaluasi multiparadigma berkelanjutan agar dampak positif VR dapat optimal. Kata kunci: evaluasi dampak, Virtual Reality, pelatihan penerbang, keselamatan Penerbangan di Papua. ***** This study aims to evaluate the impact of using Virtual Reality (VR) in the education and training of Indonesian National Police helicopter pilots, with emphasis on effectiveness, readiness, and policy implications. The research background stems from the high risks of aviation in Papua caused by extreme weather, challenging topography, and the danger of Controlled Flight Into Terrain (CFIT), which demand innovative training methods. Employing a mixed-methods approach, this study integrates quantitative data from the Wilcoxon test, NASA-TLX, and SERVQUAL with qualitative findings from in-depth interviews, focus group discussions (FGDs), and NVivo thematic analysis. Instrument validation using CVR and CVI indicated a validity level of 96.3%, confirming that the instrument is appropriate for measuring the effectiveness of VR training. The findings reveal a significant increase in pilot readiness after undergoing VR training. NASA-TLX analysis demonstrated a reduction in mental workload across the dimensions of mental demand, effort, and frustration, while performance scores improved. SERVQUAL data showed high participant satisfaction in the assurance (4.50) and reliability (4.25) dimensions, reinforcing trust in the quality of VR training. Qualitative findings confirmed that VR assisted pilots in dealing with the unique operational context of Papua, provided a sense of safety, and enhanced situational awareness. The integration of the CIPP, Realist, Kirkpatrick, and UFE models produced consistent meta-inferences, demonstrating VR as a pedagogical innovation that is both relevant and practically beneficial. This study concludes that VR should be institutionalized in the national curriculum of the Indonesian National Police as a permanent training strategy. The implementation of VR has proven not only to reduce costs and training time but also to improve operational safety. Policy recommendations highlight the need for device standardization, instructor training, and continuous multiparadigm evaluation to optimize the positive impacts of VR.
