Abstract

Jakarta sebagai kota metropolitan menghadapi tekanan pembangunan yang masif, salah satunya melalui pembangunan Jakarta International Stadium (JIS) yang berdampak penggusuran warga Kampung Bayam, Jakarta Utara, termasuk Kelompok Tani Kampung Bayam Madani yang selama puluhan tahun menggantungkan penghidupan pada praktik urban farming. Relokasi yang secara resmi terlaksana pada Agustus 2025 membawa perubahan drastis, termasuk penyusutan lahan dari lebih dari 20 hektar menjadi hanya 4.000 meter persegi dan penurunan pendapatan hingga 80%. Berdasarkan kondisi tersebut, penelitian ini bertujuan untuk: (1) menganalisis mekanisme survival yang dilakukan Kelompok Tani Kampung Bayam Madani dalam mempertahankan praktik urban farming pasca-relokasi di tengah keterbatasan sumber daya, dan (2) menganalisis dampak mekanisme survival tersebut terhadap kebertahanan komunitas, khususnya dalam aspek identitas, ekonomi, sosial, dan keberlanjutan aktivitas urban farming. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Pengumpulan data dilakukan melalui wawancara mendalam terhadap tujuh informan yang dipilih secara purposive, terdiri dari enam anggota kelompok tani dan satu perwakilan Dinas Ketahanan Pangan, Kelautan, dan Pertanian (KPKP) DKI Jakarta, serta diperkuat melalui observasi langsung dan dokumentasi. Analisis data mengacu pada kerangka teori mekanisme survival James C. Scott yang mencakup dimensi strategi: aktif, pasif, dan jaringan. Keabsahan data dijamin melalui triangulasi sumber dan teknik. Hasil penelitian menunjukkan bahwa Kelompok Tani Kampung Bayam Madani menjalankan ketiga strategi survival secara simultan. Strategi aktif diwujudkan melalui diversifikasi pekerjaan, inovasi teknologi pertanian seperti hidroponik dan greenhouse, serta pengolahan hasil panen menjadi produk bernilai tambah. Strategi pasif tercermin dari penyesuaian skala produksi, penggunaan pupuk organik mandiri, dan adaptasi sistem distribusi ke skala lokal. Strategi jaringan yang dijalankan melalui solidaritas internal antar anggota, pendampingan Dinas KPKP, kolaborasi dengan mahasiswa dan relawan, serta jejaring antar komunitas petani kota. Kombinasi ketiga strategi ini berkontribusi terhadap kebertahanan komunitas dalam dimensi ekonomi, sosial, dan identitas, meskipun keterbatasan lahan tetap menjadi hambatan struktural yang belum sepenuhnya teratasi. ***** Jakarta as a metropolitan city faces massive development pressures, one of which is the construction of the Jakarta International Stadium (JIS) that resulted in the eviction of Kampung Bayam residents in North Jakarta, including the Kelompok Tani Kampung Bayam Madani, a community that for decades had relied on urban farming as its primary livelihood. The relocation, officially completed in August 2025, brought drastic changes including a reduction in cultivated land from over 20 hectares to only 4.000 square meters and an 80% decline in income. Building on this context, this study aims to: (1) analyze the survival mechanisms employed by the Kelompok Tani Kampung Bayam Madani in sustaining urban farming practices post-relocation amid resource constraints, and (2) analyze the impact of these survival mechanisms on community resilience, particularly in the identity, economic, social, and urban farming sustainability dimensions. This study employs a qualitative approach with a case study design. Data were collected through in-depth interviews with seven purposively selected informants, comprising six farmer group members and one representative from the Jakarta Food Security, Marine, and Agriculture Agency (Dinas KPKP), supplemented by direct observation and documentation. Data analysis was guided by James C. Scott’s survival mechanism theory, encompassing three strategic dimensions: active, passive, and network strategies. Data validity was ensured through source and technique triangulation. The findings reveal that the Kelompok Tani Kampung Bayam Madani simultaneously employs all three survival strategies. The active strategy manifests through livelihood diversification, agricultural technology innovations such as hydroponics and greenhouse cultivation, and processing harvests into value-added products. The passive strategy is reflected in the adjustment of production scale, self- produced organic fertilizer use, and adaptation of distribution systems to a local scale. The network strategy operates through internal solidarity among members, institutional support from Dinas KPKP, collaboration with university students and volunteers, and inter-community networking among urban farmers. The combination of these three strategies contributes to community resilience across economic, social, and identity dimensions, although land constraints remain a structural barrier yet to be fully resolved.
