Abstract

Penelitian ini bertujuan untuk mendeskripsikan strategi advokasi Front Perjuangan Pemuda Indonesia (FPPI) dalam konflik penggusuran Kampung Bayam, khususnya pada Kelompok Tani Kampung Bayam Madani (KTKBM). Penelitian ini juga bertujuan untuk mengetahui faktor keberhasilan advokasi yang dilakukan FPPI dalam mendampingi warga KTKBM. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Hasil penelitian menunjukkan bahwa strategi advokasi FPPI dilakukan melalui tiga garis kerja utama, yaitu kerja basis, kerja pendukung, dan kerja garis depan. Kerja basis dilakukan melalui integrasi dengan warga, investigasi masalah, pendidikan politik, konsolidasi internal, dan penguatan organisasi KTKBM. Kerja pendukung dilakukan melalui pengumpulan data, pemetaan konflik, dokumentasi kasus, pembacaan situasi politik, dan penyusunan narasi advokasi. Sementara itu, kerja garis depan dilakukan melalui kampanye publik, aksi, audiensi, lobi, mediasi, komunikasi politik, dan perluasan jaringan solidaritas. Penelitian ini menemukan bahwa keberhasilan advokasi KTKBM dipengaruhi oleh kekuatan konsolidasi internal warga, kemampuan FPPI dalam membangun strategi advokasi yang adaptif, keberlanjutan kampanye publik, serta kemampuan membaca momentum politik. Penelitian ini menyimpulkan bahwa advokasi FPPI tidak menggantikan posisi warga, melainkan memperkuat KTKBM sebagai subjek utama dalam memperjuangkan hak atas hunian, ruang hidup, dan keberlanjutan komunitas. ***** This study aims to describe the advocacy strategy of the Indonesian Youth Struggle Front (FPPI) in the Kampung Bayam eviction conflict, particularly in relation to the Kampung Bayam Madani Farmers Group (KTKBM). This study also aims to identify the factors that contributed to the success of FPPI’s advocacy in assisting KTKBM residents. This research uses a qualitative approach with a descriptive method and a case study design. The findings show that FPPI’s advocacy strategy was carried out through three main lines of work: grassroots work, supporting work, and frontline work. Grassroots work was conducted through integration with residents, problem investigation, political education, internal consolidation, and organizational strengthening of KTKBM. Supporting work was carried out through data collection, conflict mapping, case documentation, political situation analysis, and the formulation of advocacy narratives. Meanwhile, frontline work was conducted through public campaigns, collective actions, hearings, lobbying, mediation, political communication, and the expansion of solidarity networks. This study finds that the success of KTKBM’s advocacy was influenced by the strength of residents’ internal consolidation, FPPI’s ability to develop adaptive advocacy strategies, the continuity of public campaigns, and the ability to read political momentum. This study concludes that FPPI’s advocacy did not replace the position of the residents, but instead strengthened KTKBM as the main subject in the struggle for housing rights, living space, and community sustainability.
