Abstract

Penelitian ini dilatarbelakangi oleh kondisi kemiskinan struktural yang mendorong perempuan dalam keluarga pemulung di TPST Bantargebang untuk terlibat dalam aktivitas ekonomi sektor informal sebagai strategi mempertahankan kehidupan keluarga. Namun, keterlibatan tersebut tidak disertai dengan berkurangnya tanggung jawab domestik, sehingga perempuan mengalami beban kerja ganda dalam relasi gender yang masih dipengaruhi oleh sistem patriarki. Penelitian ini bertujuan untuk menganalisis pembagian kerja produktif dan reproduktif dalam keluarga pemulung, memahami pengalaman perempuan dalam menjalani beban kerja ganda, serta menganalisis bagaimana patriarki mereproduksi dan menormalisasi ketimpangan gender, sekaligus memahami proses negosiasi yang dilakukan perempuan dalam menghadapi kondisi tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Subjek penelitian terdiri atas delapan informan, yaitu enam perempuan pemulung dan dua suami pemulung yang tinggal di kawasan TPST Bantargebang, Kota Bekasi. Data diperoleh melalui observasi, wawancara mendalam, dan dokumentasi, kemudian dianalisis menggunakan teori patriarki Sylvia Walby yang diperkaya dengan perspektif agensi sebagai proses negosiasi untuk memahami keterkaitan antara struktur patriarki dan cara perempuan menegosiasikan peran, tanggung jawab, dan strategi dalam kehidupan sehari-hari. Hasil penelitian menunjukkan bahwa pembagian kerja dalam keluarga pemulung masih didasarkan pada konstruksi sosial gender yang menempatkan laki-laki sebagai pencari nafkah utama, sedangkan perempuan tetap bertanggung jawab atas pekerjaan domestik meskipun turut berkontribusi terhadap pendapatan keluarga. Kondisi tersebut menghasilkan beban kerja ganda yang dinormalisasi dan terus direproduksi melalui relasi patriarki, ditandai dengan dominasi laki-laki dalam pengambilan keputusan serta belum optimalnya pengakuan terhadap kontribusi ekonomi perempuan. Penelitian ini juga menemukan bahwa kemiskinan struktural dan patriarki saling memperkuat dalam membentuk beban kerja ganda. Meskipun demikian, perempuan pemulung tidak hanya menerima kondisi tersebut secara pasif, tetapi secara terus-menerus menegosiasikan peran domestik, keterlibatan dalam aktivitas ekonomi, serta strategi bertahan hidup agar keberlangsungan keluarga tetap terjaga. Hasil penelitian menunjukkan bahwa agensi perempuan tidak hadir sebagai bentuk perlawanan yang sepenuhnya mengubah struktur patriarki, melainkan sebagai proses negosiasi yang berlangsung di dalam struktur tersebut untuk memperoleh ruang gerak dalam memenuhi kebutuhan keluarga. ***** This study is motivated by the condition of structural poverty that compels women in waste-picker families at the Bantargebang Integrated Waste Treatment Site (TPST Bantargebang) to participate in informal economic activities as a strategy to sustain their families' livelihoods. However, their involvement in income-generating activities is not accompanied by a reduction in domestic responsibilities, resulting in a double burden within gender relations that continue to be shaped by a patriarchal system. This study aims to analyze the division of productive and reproductive labor within waste-picker families, understand women's experiences of carrying a double burden, and examine how patriarchy reproduces and normalizes gender inequality while also exploring the negotiation processes undertaken by women in responding to these conditions. This research employed a qualitative approach using a case study method. The research participants consisted of eight informants, including six female waste pickers and two male waste pickers (their husbands) residing in the TPST Bantargebang area, Bekasi City. Data were collected through observation, in-depth interviews, and documentation. The findings were analyzed using Sylvia Walby's theory of patriarchy, enriched with the perspective of women's agency as a process of negotiation to explain the relationship between patriarchal structures and the ways women negotiate their roles, responsibilities, and everyday survival strategies. The findings reveal that the division of labor within waste-picker families remains grounded in the social construction of gender, which positions men as the primary breadwinners while women continue to bear primary responsibility for domestic work despite their significant contribution to household income. This condition creates a double burden that is normalized and continuously reproduced through patriarchal gender relations, as reflected in male dominance over household decision-making and the limited recognition of women's economic contributions. The study also finds that structural poverty and patriarchy reinforce one another in shaping women's double burden. Nevertheless, female waste pickers do not passively accept these circumstances. Instead, they continuously negotiate their domestic roles, participation in economic activities, and survival strategies to ensure their families' well-being. The findings further indicate that women's agency does not emerge as a form of resistance that fundamentally transforms patriarchal structures, but rather as an ongoing process of negotiation within those structures to create room for action in fulfilling family needs.
