Abstract

Konferensi Bogor 1954 dalam sejarah Indonesia kerap diposisikan semata-mata sebagai pendahuluan Konferensi Asia-Afrika di Bandung, sehingga peran Istana Bogor sebagai tempat penyelenggaraannya luput dari perhatian kajian sejarah yang lebih mendalam. Padahal, pertemuan dua hari yang dihadiri lima perdana menteri dari Indonesia, India, Pakistan, Ceylon, dan Burma tersebut merupakan fondasi diplomatik yang menentukan bagi terselenggaranya Konferensi Asia-Afrika (KAA) 1955. Penelitian ini mengkaji tiga persoalan pokok, yaitu: pertama, latar belakang dan alasan pemilihan Istana Bogor sebagai tempat penyelenggaraan konferensi; kedua, penggunaan ruang dan fasilitas istana selama konferensi berlangsung; dan ketiga, signifikansi penggunaan Istana Bogor terhadap jalannya konferensi dan citra diplomatik Indonesia di tingkat internasional. Penelitian ini menggunakan metode historis yang mencakup tahapan heuristik, kritik sumber, interpretasi, dan historiografi, dengan sumber berupa arsip pemerintah, dokumen resmi, surat kabar sezaman baik dalam maupun luar negeri, serta literatur sejarah yang relevan. Hasil penelitian menunjukkan bahwa pemilihan Istana Bogor dilatarbelakangi oleh perpaduan faktor praktis, faktor politik, dan faktor simbolis, di mana status istana sebagai bekas pusat kekuasaan kolonial yang telah bertransformasi menjadi Istana Kepresidenan turut memberi makna tersendiri bagi penyelenggaraan konferensi. Ruang Panca Negara berfungsi sebagai pusat perundingan utama, ditopang oleh kesiapan fasilitas dan protokoler yang menjamin privasi serta kenyamanan diplomasi. Penelitian ini turut menemukan bahwa signifikansi konferensi tidak terbatas pada hasil kesepakatan teknis, melainkan juga mencakup makna simbolis Istana Bogor sebagai ruang dekolonisasi serta dampaknya terhadap penguatan citra Indonesia di dunia internasional, sebagaimana tecermin dari pemberitaan pers dalam dan luar negeri pada masa itu. Penelitian ini menyimpulkan bahwa Istana Bogor tidak berfungsi semata-mata sebagai latar fisik penyelenggaraan konferensi, melainkan sebagai ruang yang sarat muatan historis dan simbolis yang turut membentuk dinamika peristiwa sekaligus memperkuat posisi Indonesia dalam diplomasi internasional serta meletakkan fondasi bagi Konferensi Asia-Afrika 1955. ***** The 1954 Bogor Conference in Indonesian history has often been positioned merely as a precursor to the Asian-African Conference in Bandung, leaving the role of Bogor Palace as its venue largely overlooked in deeper historical scholarship. Yet, the two-day meeting attended by five prime ministers from Indonesia, India, Pakistan, Ceylon, and Burma constituted a decisive diplomatic foundation for the convening of the 1955 Asian-African Conference (AAC). This study examines three central issues: first, the background and reasons for the selection of Bogor Palace as the conference venue; second, the use of space and facilities within the palace during the conference; and third, the significance of the palace's use for the course of the conference and Indonesia's diplomatic image at the international level. This research employs the historical method, encompassing heuristics, source criticism, interpretation, and historiography, drawing on government archives, official documents, contemporary domestic and foreign newspapers, and relevant historical literature. The findings indicate that the selection of Bogor Palace was shaped by a combination of practical, political, and symbolic factors, in which the palace's standing as a former center of colonial power that had transformed into the Presidential Palace carried particular meaning for hosting the conference. The Panca Negara Room served as the primary negotiation venue, supported by facilities and protocol arrangements that ensured privacy and diplomatic comfort. This study further finds that the conference's significance extended beyond its technical outcomes, encompassing the palace's symbolic meaning as a space of decolonization and its impact on strengthening Indonesia's international image, as reflected in domestic and foreign press coverage at the time. This study concludes that Bogor Palace did not function merely as a physical backdrop for the conference, but as a space laden with historical and symbolic significance that shaped the dynamics of the event, reinforced Indonesia's position in international diplomacy, and laid the foundation for the 1955 Asian-African Conference.
