Abstract

Kebakaran merupakan salah satu bencana nonalam yang sering terjadi di kawasan permukiman padat penduduk dan menimbulkan kerugian jiwa maupun materiil yang signifikan, termasuk di Kota Administrasi Jakarta Selatan. Pos pemadam kebakaran merupakan unit pelaksana utama dalam penanggulangan kebakaran sehingga jangkauan pos terhadap wilayah yang berpotensi mengalami kebakaran perlu dianalisis. Penelitian ini bertujuan untuk menganalisis jangkauan pos pemadam kebakaran berdasarkan peta kerawanan kebakaran di Jakarta Selatan melalui analisis spasial. Metode yang digunakan adalah kuantitatif deskriptif dengan pendekatan Sistem Informasi Geografis (SIG), meliputi analisis buffer, overlay scoring terhadap tujuh parameter kerawanan kebakaran, serta Network Analysis (Service Area Analysis) untuk menilai jangkauan pos damkar eksisting. Hasil penelitian menunjukkan bahwa tingkat kerawanan kebakaran didominasi kelas sedang seluas 11.302,34 Ha (78%), sedangkan kelas tinggi seluas 350,34 Ha. Hasil analisis service area menunjukkan bahwa 4.605,49 Ha (31,8%) wilayah Jakarta Selatan belum terjangkau oleh pos damkar eksisting, dengan 166,85 Ha di antaranya merupakan wilayah berkerawanan tinggi. Hasil analisis buffer jangkauan 41 pos pemadam kebakaran eksisting sejauh 2,5 km menunjukkan bahwa wilayah pusat Jakarta Selatan didominasi area dengan overlap tinggi (over-service), sedangkan wilayah pinggiran masih didominasi single coverage serta area yang belum terjangkau (less-service). Temuan tersebut menunjukkan bahwa distribusi jangkauan pos pemadam kebakaran di Jakarta Selatan belum sepenuhnya merata dan dapat menjadi bahan pertimbangan dalam peninjauan kembali distribusi pos pemadam kebakaran berdasarkan jangkauan eksisting. ***** Fire is one of the most common non-natural disasters occurring in densely populated residential areas and causing significant human and economic losses, including in the Administrative City of South Jakarta. Fire stations are the primary operational units in fire management; therefore, the spatial coverage of fire stations in potential fire-prone areas needs to be analyzed. The purpose of this study is to analyze the coverage of fire stations based on the fire hazard vulnerability map in South Jakarta through spatial analysis. A descriptive quantitative method with a Geographic Information System (GIS) approach was employed, including buffer analysis, weighted overlay scoring of seven fire hazard parameters, and Network Analysis (Service Area Analysis) to assess the coverage of existing fire stations. The results indicate that the medium fire hazard class dominates the study area, covering 11,302.34 ha (78%), while the high hazard class covers 350.34 ha. The service area analysis shows that 4,605.49 ha (31.8%) of South Jakarta remains outside the coverage of existing fire stations, including 166.85 ha classified as high fire hazard. The 2.5 km buffer analysis of the coverage of 41 existing fire stations indicates that the central part of South Jakarta is dominated by areas with high coverage overlap (over-service), whereas peripheral areas are characterized by single coverage and uncovered areas (less-service). These findings indicate that the distribution of fire station coverage in South Jakarta is not yet evenly distributed and may serve as a reference for reviewing the distribution of fire stations based on their existing coverage.
