Abstract

Kabupaten Demak merupakan salah satu wilayah rawan banjir di Provinsi Jawa Tengah. Banjir tahun 2024 menyebabkan kerusakan pada sektor permukiman dan pertanian serta kerugian ekonomi yang signifikan sehingga diperlukan informasi spasial mengenai area terdampak dan estimasi kerugian sebagai dasar penentuan prioritas penanggulangan bencana. Penelitian ini bertujuan menghitung estimasi kerugian pada area terdampak banjir di Kabupaten Demak tahun 2024 menggunakan Economic Commission for Latin America and the Caribbean (ECLAC Approach) yang diintegrasikan dengan citra Sentinel-1 Synthetic Aperture Radar (SAR) melalui Google Earth Engine (GEE) untuk memetakan area terdampak banjir dan menghasilkan informasi spasial sebagai pendukung penentuan prioritas penanggulangan bencana. Penelitian ini menggunakan metode deskriptif kuantitatif dengan pendekatan analisis spasial. Pemetaan banjir dilakukan menggunakan teknik Change Detection and Thresholding (CDAT), kemudian diintegrasikan dengan ECLAC Approach berdasarkan luas area terdampak, nilai unit pengganti, dan damage factor. Hasil penelitian menunjukkan klasifikasi banjir memiliki Overall Accuracy sebesar 78% dan koefisien Kappa sebesar 0,56. Estimasi kerugian mencapai Rp494.032.746.658 pada sektor permukiman dan Rp118.950.252.145 pada sektor pertanian. Perbedaan estimasi dengan data Jitupasna BPBD Kabupaten Demak dipengaruhi oleh perbedaan pendekatan perhitungan dan resolusi spasial. Meskipun demikian, integrasi Sentinel-1 SAR dan ECLAC Approach mampu menghasilkan informasi spasial estimasi kerugian sebagai data pendukung penentuan prioritas penanggulangan bencana. ***** Demak Regency is one of the flood-prone areas in Central Java Province. Floods in 2024 will cause damage to the residential and agricultural sectors as well as significant economic losses, so spatial information about the affected areas and estimated losses are needed as a basis for determining disaster management priorities. This study aims to calculate the estimated losses in flood-affected areas in Demak Regency in 2024 using the Economic Commissionfor Latin America and the Caribbean (ECLAC Approach) which is integrated with Sentinel-1 Synthetic Aperture Radar (SAR) imagery through Google Earth Engine (GEE) to map floodaffected areas and generate spatial information to support the determination of disaster management priorities. This study uses a quantitative descriptive method with a spatial analysis approach. Flood mapping was carried out using Change Detection and Thresholding (CDAT) techniques, then integrated with the ECLAC Approach based on the area of the affected area, replacement unit value, and damage factor. The results showed that the flood classification had an Overall Accuracy of 78% and a Kappa coefficient of 0.56. The estimated loss reached IDR 494,032,746,658 in the residential sector and IDR 118,950,252,145 in the agricultural sector. The difference in estimation with the Jitupasna data of the Demak Regency BPBD is influenced by differences in calculation approaches and spatial resolution. However, the integration of Sentinel-1 SAR and ECLAC Approach is able to generate spatial information on loss estimates as supporting data for determining disaster management priorities.
