Abstract

Penelitian ini dilakukan untuk mengkaji dan mengeksplorasi program diklat penguatan pengawas sekolah dengan sistem in on in (in service learning I, on the job learning dan in service learning II) yang dikembangkan oleh Direktorat Pembinaan Tenaga Kependidikan dalam rangka peningkatan profesionalisme pengawas sekolah. Program diklat penguatan pengawas sekolah merupakan salah satu program yang sangat penting dan strategis dalam peningkatan kompetensi pengawas sekolah, yaitu dimensi kompetensi kepribadian, supervisi manajerial, supervisi akademik, evaluasi pendidikan, penelitian dan pengembangan sebagaimana diamanahkan dalam Permendiknas No 12 tahun 2007 tentang standar kompetensi pengawas sekolah. Penelitian ini menggunakan dua model evaluasi dalam mengevaluasi efektivitas program diklat penguatan pengawas sekolah, yaitu “Model Evaluasi CIPP (context, input, procces, product) dan Kirckpatrick”. Sampel peserta program diklat penguatan pengawas sekolah sebanyak 80 orang pengawas sekolah di provinsi DIY. Penelitian ini menggunakan pendekatan kuantitatif dan kualitatif dalam menjawab pertanyaan penelitian. Untuk menjawab pertanyaan penelitian evaluasi input, procces dan product menggunakan deskriptif kuantitatif dan kualitatif , begitu pula untuk menjawab pertanyaan penelitian evaluasi level 1, level 2, level 3 dan level 4. Hasil penelitian menunjukkan bahwa dari evaluasi konteks, dasar dan tujuan penyelenggaraan diklat penguatan pengawas sekolah dengan sistem in on in yang dilaksanakan oleh institusi penyelenggara sudah sesuai dengan buku pedoman penyelenggaraan diklat, kemudian isi kegiatan ini sudah sesuai dengan yang dibutuhkan dalam pekerjaan sehari -hari pengawas sekolah. Hasil penelitian pada evaluasi input menunjukkan bahwa dari media pembelajaran sudah siap sesuai dengan kebutuhan, bahan ajar sudah siap dan sudah sesuai dengan mata diklat dan yang disampaikan fasilitator, kualitas materi pelatihan sudah sangat baik dan sesuai dengan modul, sedangkan dari aspek sumber daya manusia sudah sesuai dengan yang dipersyaratkan. Evaluasi level 1 menunjukkan kepuasan peserta terhadap penyelenggaraan program dengan tingkat keaktifan dalam pembelajaran peserta diklat penguatan Pengawas Sekolah di Yogyakarta termasuk kategori sangat tinggi. Pada level 2 pembelajaran, telah menunjukkan efektivitas program diklat terutama dalam peningkatan pengetahuan peserta dalam semua mata diklat. Pada level 3 Kirckpatrick, dimensi perilaku menunjukkan bahwa pengawas sekolah lebih percaya diri dalam membimbing guru dan kepala sekolah. Sedangkan pada level 4 menunjukkan bahwa diklat penguatan pengawas sekolah dengan sitem in on in ini memberikan dampak yang positif. Secara keseluruhan, kedua model evaluasi “CIPP dan Kirckpatrick telah menemukan kemanfaatan hasil program diklat penguatan pengawas sekolah dengan sistem in on in. Kata kunci: Evaluasi, Diklat, Pengawas Sekolah, Kirckpatrick, CIPP ABSTRACT This research was conducted to study and resolve the phenomenon of training programs for strengthening school supervisors with a system in on in (in learning services I, in work learning and in learning services II) developed by the Directorate of Development for Educational Personnel in order to improve the professionalism of school supervisors. Training program for strengthening school supervisors is one of the most important and strategic programs in improving school supervisor competency, namely competency dimensions, managerial supervision, academic supervision, education evaluation, research and development mandated in Permendiknas No. 12 of 2007 concerning school supervisor competency standards. This study uses two evaluation models in the conservation program that are training for strengthening school supervisors, namely the "CIPP Evaluation Model (context, input, process, product) and Kirckpatrick Evaluation Model". Sample of school supervisor advocacy training program participants were 80 school supervisors in DIY province. This research uses quantitative and qualitative questions in answering research questions. To answer the input evaluation research questions, processes and products use quantitative and qualitative descriptive, as well as to answer the research questions evaluation level 1, level 2, level 3 and level 4. The results showed that from the evaluation of the context, the basis for conducting training and the purpose of conducting education and training in on in system implemented by the organizing institution was in accordance with the training manual, then the contents of this activity were in accordance with what was needed in the daily work of school supervisors. Research results on evaluation of input from media research are ready according to needs, teaching materials are ready and are in accordance with the training course and delivered by the facilitator, the quality of training materials is very good and in accordance with the module, according to human resources is in accordance with the requirements. Evaluation of level 1 shows participant satisfaction with the implementation of the program and the level of activity in learning participants in the training program for increasing school supervisors in Yogyakarta is very high. At level 2 learning, have planned priority training programs in increasing participants' knowledge in all training courses. At level 3 Kirckpatrick, the dimension of view of school supervisors is more confident in guiding teachers and principals. While at level 4 it shows that school supervisors are strengthened by the system in providing this positive. Overall, the two evaluation models "CIPP and Kirckpatrick have found the benefits of the results of a training program for strengthening school supervisors with an internal system.
