Abstract

Tujuan penelitian ini untuk menganalisis persepsi masyarakat terhadap implementasi Program Makan Bergizi Gratis (MBG) berdasarkan Peraturan Presiden Nomor 83 Tahun 2024 tentang Badan Gizi Nasional, mengkaji implementasi program tersebut di lapangan, serta mengidentifikasi faktor – faktor yang membentuk persepsi masyarakat terhadapnya. Penelitian menggunakan pendekatan kualitatif dengan metode campuran (mixed methods) desain embedded, melalui observasi dan wawancara mendalam terhadap informan kunci, utama, pendukung, dan ahli di SMA Negeri 104 Jakarta dan Posyandu Durian 8 Tanjung Barat, yang diperkuat dengan kuesioner terhadap 115 peserta didik penerima manfaat. Hasil penelitian menunjukkan: (1) implementasi Program MBG belum sepenuhnya sesuai dengan regulasi yang berlaku, tercermin dari 99,13% peserta didik yang menuntut agar pengelolaan dana program dilakukan secara terbuka; (2) persepsi masyarakat terhadap Program MBG positif dan terbentuk dari pengalaman langsung penerima manfaat, ditunjukkan oleh 94,78% peserta didik yang menilai kualitas rasa makanan meningkatkan semangat mereka mengikuti program; (3) dalam membentuk persepsi masyarakat terhadap Program MBG, terdapat faktor-faktor yang bersifat multidimensional di antaranya kualitas layanan, transparansi anggaran, dan pemberitaan media. Penelitian menyimpulkan bahwa Program MBG mendukung pemenuhan hak warga negara atas pangan, namun tetap memerlukan penguatan pengawasan dan akuntabilitas oleh Badan Gizi Nasional agar keberlanjutannya terjamin. Kata Kunci: Persepsi Masyarakat, Implementasi Kebijakan Publik, Program Makan Bergizi Gratis, Peraturan Presiden Nomor 83 Tahun 2024, Transparansi Anggaran *** This study aims to analyze public perception of the implementation of the Free Nutritious Meal Program (MBG) based on Presidential Regulation Number 83 of 2024 concerning the National Nutrition Agency, to examine the program's implementation in the field, and to identify the factors shaping public perception toward it. The research employed a qualitative approach with a mixed-methods embedded design, through in-depth observation and interviews with key, primary, supporting, and expert informants at SMA Negeri 104 Jakarta and Posyandu Durian 8 Tanjung Barat, reinforced by a questionnaire administered to 115 student beneficiaries. The findings indicate that: (1) the implementation of the MBG Program has not yet fully complied with existing regulations, as reflected by 99.13% of students who demanded that program fund management be conducted transparently; (2) public perception of the MBG Program is positive and shaped by beneficiaries' direct experience, as shown by 94.78% of students who rated the food's taste quality as boosting their enthusiasm for participating in the program; (3) in shaping public perception of the MBG Program, there are multidimensional factors involved, including service quality, budget transparency, and media coverage. The study concludes that the MBG Program supports the fulfillment of citizens' right to food, but still requires strengthened oversight and accountability from the National Nutrition Agency to ensure its sustainability.
