Abstract

Penelitian ini bertujuan untuk menganalisis alokasi waktu operasional pada setiap tahapan kegiatan stevedoring Ship-to-Ship (STS) dan mengidentifikasi faktor-faktor yang memengaruhi waktu operasional pada kegiatan bongkar muatan berat di PT. Prima Bandar Samudera. Penelitian ini menggunakan metode deskriptif kuantitatif dengan data sekunder berupa Daily Report, Final Report, dan dokumen operasional resmi kegiatan STS MPV Thalia Voyage P412, yang keabsahannya diperkuat melalui triangulasi teknik berupa wawancara dan observasi tidak langsung. Objek penelitian adalah pembongkaran dua unit peralatan industri pupuk, yaitu VS Carbamate Condenser dan HP Stripper, dari MPV Thalia ke TK. Mega Trans VIII di Pelabuhan Tanjung Priok. Hasil penelitian menunjukkan bahwa dari total Gross Working Time (GWT) sebesar 1.156 menit (19,27 jam), Waiting Time tercatat sebesar 541 menit (46,8%), Idle Time sebesar 345 menit (29,8%), sedangkan Effective Time hanya sebesar 270 menit (23,4%). Produktivitas bongkar muat rata-rata keseluruhan mencapai 168,84 ton/jam. Faktor yang paling dominan memengaruhi waktu operasional adalah keterlambatan kesiapan tongkang penerima yang bersifat eksternal, disusul karakteristik muatan sebagai heavy and special cargo yang memperpanjang tahap persiapan teknis, serta faktor internal berupa waktu istirahat wajib tenaga kerja dan pergantian gang. Penelitian ini menyimpulkan bahwa efisiensi waktu operasional stevedoring STS muatan berat masih rendah karena didominasi waktu tidak produktif, sehingga diperlukan perbaikan koordinasi jadwal antara kapal induk dan sarana pengangkut lanjutan untuk meningkatkan efisiensi pada kegiatan serupa di masa mendatang. A quantitative descriptive research method was employed using secondary data obtained from the Daily Report, Final Report, and official operational documents of the STS operation involving MPV Thalia Voyage P412. The validity of the data was strengthened through methodological triangulation, consisting of interviews and indirect observation. The research object was the unloading operation of two fertilizer industry equipment units, namely the VS Carbamate Condenser and HP Stripper, from MPV Thalia to TK Mega Trans VIII at Tanjung Priok Port. The results indicate that out of a total Gross Working Time (GWT) of 1,156 minutes (19.27 hours), Waiting Time accounted for 541 minutes (46.8%), Idle Time accounted for 345 minutes (29.8%), while Effective Time represented only 270 minutes (23.4%). The average cargo handling productivity reached 168.84 tons per hour. The most dominant factor affecting operational time was the delay in the readiness of the receiving barge, which was classified as an external factor. This was followed by the characteristics of the cargo as heavy and special cargo, requiring longer technical preparation, and internal factors including mandatory workers' rest periods and gang shifts. The study concludes that the operational time efficiency of heavy cargo STS stevedoring remains relatively low due to the predominance of non-productive time. Therefore, improving schedule coordination between the mother vessel and the receiving transport facilities is essential to enhance operational efficiency in similar cargo handling activities in the future.
