Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh kontribusi sektor pertambangan dan Pendapatan Asli Daerah (PAD) terhadap pembangunan manusia yang diproksikan melalui Indeks Pembangunan Manusia (IPM). Penelitian ini menggunakan pendekatan kuantitatif dengan metode analisis regresi data panel (kombinasi time series 2011-2024 dan cross section) pada delapan provinsi penghasil tambang di Indonesia yang dipilih melalui teknik purposive sampling. Data sekunder diperoleh dari Badan Pusat Statistik (BPS) dan DJPK Kementerian Keuangan. Hasil penelitian menunjukkan bahwa kontribusi sektor pertambangan berpengaruh negatif namun tidak signifikan terhadap pembangunan manusia. Temuan ini mengindikasikan bahwa besarnya kontribusi sektor pertambangan belum mampu memberikan dampak nyata terhadap peningkatan kualitas pembangunan manusia sehingga menunjukkan adanya kecenderungan fenomena resource curse. Sementara itu, Pendapatan Asli Daerah berpengaruh positif dan signifikan terhadap pembangunan manusia yang menegaskan bahwa kesejahteraan masyarakat sangat dipengaruhi oleh efektivitas pemerintah daerah dalam mengelola kapasitas fiskal untuk pelayanan publik, bukan semata-mata bergantung pada hasil tambang. Temuan ini menunjukkan bahwa pengelolaan sumber daya alam perlu diimbangi dengan tata kelola fiskal yang efektif agar manfaat ekonomi sektor pertambangan dapat dikonversi secara optimal menjadi peningkatan kesejahteraan masyarakat serta meminimalkan potensi terjadinya fenomena resource curse. ***** This study aims to analyze the impact of the mining sector’s contribution and Local Revenue (PAD) on human development, as proxied by the Human Development Index (HDI). This study employs a quantitative approach using panel data regression analysis (a combination of time series data from 2011–2024 and cross-sectional data) across eight mining-producing provinces in Indonesia selected through purposive sampling. Secondary data were obtained from the Central Statistics Agency (BPS) and the Directorate General of Budget and State Financial Management (DJPK) of the Ministry of Finance. The results indicate that the mining sector’s contribution has a negative but insignificant effect on human development. This finding suggests that the magnitude of the mining sector’s contribution has not yet been able to produce a tangible impact on improving the quality of human development, thereby indicating a tendency toward the “resource curse” phenomenon. Meanwhile, local revenue has a positive and significant effect on human development, confirming that community welfare is heavily influenced by the effectiveness of local governments in managing fiscal capacity for public services, rather than depending solely on mining revenues. These findings indicate that natural resource management must be balanced with effective fiscal governance so that the economic benefits of the mining sector can be optimally converted into improved community welfare and the potential for the “resource curse” phenomenon can be minimized.
