Abstract

Penelitian ini bertujuan untuk mengevaluasi Bimbingan Teknis Penilaian Kinerja Guru (Bimtek PKG) jenjang Pendidikan Dasar pada level reaksi dan level belajar peserta. Evaluasi yang dilakukan dalam Bimbingan Teknis ini menggunakan model Kirkpatrick yang dikembangkan oleh Donald Kirkpatrick. Teknik pengambilan data dengan menggunakan perangkat kuesioner untuk level rekasi dan tes hasil belajar (pretest dan posttest) untuk level belajar. Analisis data dilakukan dengan menggunakan deskriptif analisis. Responden penelitian adalah peserta Bimtek PKG jenjang Pendidikan Dasar tahun 2019. Bimbingan Teknis Penilaian Kinerja Guru dilaksanakan dengan tujuan memberi keterampilan kepada guru agar dapat menggunakan perangkat Penilaian Kinerja Guru (PKG) kepada teman sejawat. Evaluasi pada setiap level penting dilakukan untuk dapat mengetahui tingkat efektivitas. Berdasarkan hasil penelitian diperoleh data sebagai berikut; (1) level reaksi peserta menyatakan bahwa Bimtek telah dilaksanakan dengan sangat baik; (2) pada level belajar peserta telah menguasai materi Bimtek PKG dengan sangat baik. Disimpulkan bahwa pelaksananaan Bimtek telah dilakukan sesuai dengan pedoman pelaksanaan dan tujuan Bimtek serta dinilai sangat baik oleh peserta. Guru telah memiliki tingkat pemahaman sangat baik setelah mengikuti Bimbingan Teknis Penilaian kinerja Guru. Disarankan Bimtek PKG ini dapat dilaksanakan lebih sering dan dengan jumlah peserta yang lebih banyak sehingga pada pelaksanaannya akan menghasilkan rasio antara guru yang dinilai dengan penilai yang semakin kecil. This study aims to evaluate the Teacher Performance Assessment Technical Guidance (Bimbingan Teknis Penilaian Kinerja Guru/Technical Guidelines PKG) for Basic Education at the reaction level and the learning level of participants. The evaluation carried out in this Technical Guidance uses the Kirkpatrick model developed by Donald Kirkpatrick. Data collection techniques using a questionnaire for the level of reaction and test learning outcomes (pretest and posttest) for the learning level. Data analysis was performed using descriptive analysis. The research respondents were participants of Teacher Performance Assessment Technical Guidance for Basic Education in 2019. Technical Guidance on Teacher Performance Assessment was carried out with the aim of providing teachers with skills so that they could use the Teacher Performance Assessment (Penilaian Kinerja Guru/PKG) tool to their peers. Evaluation at each level is important to be able to know the level of effectiveness. Based on the results of the study obtained data as follows; (1) the level of reaction of participants stated that Technical Guidelines has been implemented very well; (2) at the learning level the participants had mastered PKG Guidance Material very well. It was concluded that Technical Guidelines was carried out in accordance with action guidelines and objectives which came to the result that was rated very well by the participants. The teacher has a very good level of understanding after attending the Teacher Performance Evaluation Technical Guidance. It is recommended that this PKG Technical Guidelines can be carried out more frequently and with a greater number of participants so that in its implementation it will produce a ratio between the assessed teacher and the smaller assessor.
