Abstract
Ketergantungan pengiriman material proyek instalasi PLTS rooftop yang berlokasi di Tanjung Balai Karimun pada transportasi laut menimbulkan risiko keterlambatan, dimana tanggal material tiba di lokasi tidak sesuai dengan tanggal target yang sudah ditentukan, sehingga pelaksanaan instalasi tertunda dan dapat menimbulkan biaya tambahan bagi kontraktor. Penelitian ini bertujuan untuk menganalisis tingkat ketepatan waktu pengiriman material, dampak dari keterlambatan pengiriman material pada jadwal pelaksanaan instalasi, serta biaya tambahan yang timbul akibat keterlambatan pengiriman pada proyek PLTS rooftop di Tanjung Balai Karimun. Penelitian ini menggunakan metode deskriptif kuantitatif. Hasil penelitian menunjukkan bahwa tingkat ketepatan waktu pengiriman material hanya sebesar 38,89%, dari total 18 kategori material dengan total 7 kategori material tepat waktu dan 11 kategori material mengalami keterlambatan, keterlambatan yang terjadi antara 11 hingga 59 hari. Keterlambatan tersebut menyebabkan kemunduran penyelesaian instalasi selama 28 hari kalender dari jadwal baseline, serta menimbulkan biaya tambahan berupa denda keterlambatan sebesar Rp101.497.732,00 sesuai dengan ketentuan kontrak. Disimpulkan bahwa pengelolaan logistik dan rantai pasok material ke wilayah kepulauan masih belum optimal, sehingga disarankan untuk mempertimbangkan pengelompokan batch pengiriman berdasarkan deviasi keterlambatan, mengidentifikasi material pada jalur kritis sejak tahap perencanaan pengadaan, serta perusahaan menyiapkan cadangan biaya keterlambatan material pada setiap proyek yang berlokasi di wilayah kepulauan, dengan mengacu pada hasil penelitian ini di mana denda keterlambatan mencapai Rp 101.497.732,00. Kata Kunci: Pengiriman material, PLTS rooftop, ketepatan waktu, logistik, keterlambatan. ***** The reliance on maritime transport for delivering materials for the rooftop solar power plant (PLTS) installation project located in Tanjung Balai Karimun poses a risk of delays, where the date the materials arrive at the site does not align with the predetermined target date, thereby delaying the installation process and potentially incurring additional costs for the contractor. This study aims to analyze the on-time delivery rate of materials, the impact of material delivery delays on the installation schedule, and the additional costs incurred due to delivery delays in the rooftop solar power plant project in Tanjung Balai Karimun. This study employs a quantitative descriptive method. The results show that the on-time delivery rate for materials was only 38.89%, out of a total of 18 material categories, 7 were delivered on time, while 11 experienced delays ranging from 11 to 59 days. These delays caused the installation to be completed 28 calendar days behind the baseline schedule and resulted in additional costs in the form of late delivery penalties totaling Rp101,497,732.00, in accordance with the contract provisions. It is concluded that the management of logistics and the supply chain for materials to island regions is still not optimal; therefore, it is recommended to consider grouping shipment batches based on delay deviations, identify materials on the critical path as early as the procurement planning stage, and for companies to set aside a contingency fund for material delays in every project located in island regions, based on the results of this study, in which late delivery penalties amounted to Rp 101,497,732.00.
