Abstract
Kebakaran merupakan salah satu bencana yang sering terjadi di wilayah perkotaan dan berpotensi menimbulkan kerugian jiwa, harta benda, serta lingkungan. Kecamatan Bekasi Utara dan Kecamatan Bekasi Selatan merupakan wilayah dengan kejadian kebakaran tertinggi di Kota Bekasi selama periode 2021-2025. Penelitian ini bertujuan mengetahui klasifikasi tingkat risiko kebakaran pada setiap RW, mengidentifikasi karakteristik wilayah yang memengaruhi tingkat risiko, serta menyusun usulan kegiatan pencegahan kebakaran. Penelitian menggunakan metode Analisis Risiko Kebakaran (ARK), Analytical Hierarcy Process (AHP), dan Geographic Information System (GIS). Data diperoleh melalui kuesioner, wawancara ahli, observasi, dan data sekunder. Hasil penelitian menunjukkan bahwa dari 238 RW yang dianalisis, sebanyak 21 RW (8,82%) kategori risiko rendah, 111 RW (46,64%) berisiko sedang, 101 RW (42,44%) berisiko tinggi, dan 5 RW (2,10%) berisiko sangat tinggi. RW dengan skor risiko tertinggi adalah RW 16 Kelurahan Kaliabang Tengah dengan skor 82,0. Faktor yang paling memengaruhi risiko kebakaran adalah penggunaan perangkat/peralatan listrik (0,192), response time (0,134), serta kualitas bangunan dan tingkat kekumuhan wilayah (0,133). Berdasarkan hasil penelitian, disusun usulan kegiatan pencegahan kebakaran pada wilayah prioritas sebagai dasar perencanaan sistem pencegahan kebakaran berbasis analisis risiko. ***** Fire is one of the most common disasters in urban areas and can result in significant losses of life, property, and the environment. North Bekasi District and South Bekasi District recorded the highest number of fire incidents in Bekasi City during the 2021–2025 period. This study aims to determine the classification of fire risk levels at the neighborhood (RW) level, identify regional characteristics influencing fire risk, and develop recommendations for fire prevention activities. The study employed Fire Risk Analysis (FRA), the Analytical Hierarchy Process (AHP), and a Geographic Information System (GIS). Data were collected through questionnaires, expert interviews, field observations, and secondary data. The results showed that, of the 238 RW analyzed, 21 RW (8.82%) were classified as low risk, 111 RW (46.64%) as moderate risk, 101 RW (42.44%) as high risk, and 5 RW (2.10%) as very high risk. RW 16 of Kaliabang Tengah Village had the highest fire risk score of 82.0. The most influential factors affecting fire risk were the use of electrical equipment and installations (0.192), response time (0.134), and building quality and settlement slum conditions (0.133). Based on these findings, fire prevention measures were proposed for priority areas as a basis for risk-based fire prevention system planning.
