Abstract
Penelitian ini memiliki tiga tujuan utama. Pertama, untuk mendeskripsikan faktor-faktor yang melatarbelakangi masyarakat RW 06 Kelurahan Kayu Manis melakukan transformasi sosial budaya bebas asap rokok. Kedua, untuk menjelaskan strategi dan kebijakan yang diterapkan dalam proses transformasi tersebut. Ketiga, untuk menganalisis dampak sosial bagi masyarakat RW 06 dari implementasi program Kawasan Tanpa Rokok (KTR). Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Kerangka analisis yang digunakan adalah teori sistem sosial Talcott Parsons dengan skema AGIL yang dikombinasikan dengan konsep planned change Bennis, Benne, Chin, dan Corey (1976). Data penelitian diperoleh melalui wawancara mendalam, observasi, dan studi pustaka. Subjek penelitian berjumlah tujuh informan yang dipilih secara purposif, terdiri dari dua informan kunci (Ketua Program KTR dan Ketua RW 06) dan lima informan pendukung (Ketua RT 04, Ketua RT 06, Ketua PKK RW 06, warga nonperokok, dan warga perokok). Penelitian dilaksanakan di RW 06 Kelurahan Kayu Manis, Kecamatan Matraman, Jakarta Timur pada April–Mei 2026. Hasil penelitian mengindikasikan bahwa Program Kawasan Tanpa Rokok (KTR) sebagai perubahan sosial yang direncanakan memiliki tiga temuan utama. Pertama, perubahan sosial budaya bebas asap rokok dilatarbelakangi oleh lima faktor, yaitu keprihatinan terhadap dampak kesehatan di lingkungan padat, inisiasi tokoh lokal berbasis pengalaman personal, dukungan kelembagaan Puskesmas, landasan regulasi Pemerintah DKI Jakarta, dan kesepakatan komunitas sebagai fondasi legitimasi lokal. Kedua, implementasi program dijalankan melalui pembentukan struktur formal, sosialisasi persuasif, intervensi fisik kawasan, dan pengawasan berlapis oleh satgas serta warga. Dalam perspektif planned change, karakteristik collaborative tampak sebagai unsur yang dominan, sedangkan strategi normative-re-educative mendorong internalisasi nilai secara berkelanjutan. Ketiga, program KTR diindikasikan mendorong perubahan pada tingkat komunitas berupa pergeseran norma menuju kawasan bebas asap rokok, meningkatnya legitimasi sosial warga nonperokok untuk menegur di ruang publik, serta terbentuknya identitas RW 06 sebagai komunitas bebas asap rokok yang diakui hingga tingkat nasional. Dengan demikian, dampak program tidak hanya terlihat pada perubahan perilaku individu, tetapi juga mengarah pada transformasi norma dan identitas sosial komunitas. **** This study has three main objectives. First, to describe the factors behind the smoke-free social and cultural transformation in RW 06, Kayu Manis Village. Second, to explain the strategies and policies implemented in the transformation process. Third, to analyze the social impacts on the community of RW 06 resulting from the implementation of the Smoke-Free Village program. This study employed a qualitative approach using a case study method. The analytical framework combined Talcott Parsons' social system theory through the AGIL scheme with the concept of planned change proposed by Bennis, Benne, Chin, and Corey (1976). Data were collected through in-depth interviews, observations, and a literature review. The study involved seven purposively selected informants, consisting of two key informants (the Head of the Smoke-Free Area Program and the Head of RW 06) and five supporting informants (the Heads of RT 04 and RT 06, the Head of the RW 06 Family Welfare Movement [PKK], one non-smoking resident, and one smoking resident). The research was conducted in RW 06, Kayu Manis Urban Village, Matraman District, East Jakarta, from April to May 2026. The findings indicate that the Smoke-Free Area Program, as a form of planned social change, produced three major findings. First, the social and cultural transformation toward a smoke-free environment was driven by five factors: concerns over health risks in a densely populated neighborhood; initiatives by local leaders based on personal experiences; institutional support from the Community Health Center; the regulatory framework established by the Jakarta Provincial Government; and community consensus as the foundation of local legitimacy. Second, the program was implemented through the establishment of a formal organizational structure, persuasive socialization, physical environmental interventions, and multi-level monitoring carried out by the task force and community members. From the perspective of planned change, the collaborative characteristic emerged as the dominant feature, while the normative-re-educative strategy facilitated the continuous internalization of values. Third, the KTR Program was found to promote community-level changes, including a shift in social norms toward a smoke-free environment, increased social legitimacy for non-smokers to remind smokers in public spaces, and the development of RW 06’s identity as a smoke-free community recognized at the national level. Thus, the program's impact extends beyond individual behavioral change to encompass the transformation of community norms and social identity.
