Abstract
This study developed learning materials for the Current Issues and Policies in Education (CIaPiE) course by integrating Visual Thinking Strategy (VTS) within a Content-Based Instruction (CBI) and multiliteracy framework. Using a Research and Development (R&D) design based on the ADDIE model (limited to Analysis, Design, and Development), data were collected through a needs analysis questionnaire administered to 44 undergraduate students and validated by two experts. The needs analysis revealed that conventional text-based explanations were insufficient, and students had not yet mastered independent interpretation of complex visual texts, indicating a need for scaffolded visual materials. Five instructional units were developed around key educational issues, structured according to the four pillars of multiliteracy pedagogy and sequenced through VTS-based questioning. Expert validation yielded an average score of 85.1%, indicating the materials are feasible for classroom implementation with minor revision. Future research should evaluate their effectiveness on learning outcomes. ***** Penelitian ini bertujuan mengembangkan bahan ajar untuk mata kuliah Current Issues and Policies in Education (CIaPiE) dengan mengintegrasikan Visual Thinking Strategy (VTS) dalam kerangka Content-Based Instruction (CBI) dan multiliterasi. Penelitian menggunakan desain Research and Development (R&D) berdasarkan model ADDIE, terbatas pada tahap Analysis, Design, dan Development. Data dikumpulkan melalui angket analisis kebutuhan kepada 44 mahasiswa Program Studi Pendidikan Bahasa Inggris serta validasi oleh dua ahli. Hasil analisis kebutuhan menunjukkan bahwa penjelasan berbasis teks konvensional dinilai kurang memadai, dan mahasiswa belum menguasai interpretasi mandiri atas teks visual yang kompleks, sehingga diperlukan bahan ajar visual yang terstruktur secara bertahap. Lima unit pembelajaran dikembangkan berdasarkan isu pendidikan utama, disusun sesuai dengan empat pilar pedagogi multiliterasi dan diurutkan melalui pertanyaan berbasis VTS. Validasi ahli menghasilkan rata-rata skor 85,1%, menunjukkan bahan ajar layak diimplementasikan dengan revisi minor. Penelitian lanjutan disarankan untuk mengevaluasi efektivitasnya terhadap hasil belajar siswa.
