Abstract
Penelitian ini bertujuan untuk mengevaluasi Program Pendidikan Profesi Guru (PPG) bagi Guru Tertentu di Universitas Negeri Jakarta menggunakan Organizational Elements Model (OEM). Evaluasi dilakukan pada aspek input, process, product, output, dan outcome untuk memperoleh gambaran komprehensif mengenai kesiapan penyelenggaraan program, efektivitas pelaksanaan pembelajaran, dampak terhadap kompetensi guru, perubahan perilaku profesional, serta kontribusi program terhadap mutu pembelajaran di sekolah. Penelitian ini menggunakan pendekatan mixed methods dengan desain exploratory sequential. Penelitian ini dibatasi pada penyelenggaraan Program Pendidikan Profesi Guru (PPG) bagi Guru Tertentu di Lembaga Pendidikan Tenaga Kependidikan (LPTK) Universitas Negeri Jakarta. Responden penelitian terdiri atas 48 peserta PPG, 100 siswa, 7 narasumber yang ditetapkan sesuai kebutuhan penelitian, serta 12 dokumen sebagai sumber data. Teknik pengumpulan data dilakukan melalui angket, wawancara, studi dokumentasi dan observasi. Analisis data kuantitatif menggunakan statistik deskriptif, sedangkan data kualitatif dianalisis melalui reduksi data, penyajian data, dan penarikan kesimpulan. Validitas temuan diperkuat melalui triangulasi sumber dan metode. Hasil penelitian menunjukkan bahwa aspek input berada pada kategori baik yang ditunjukkan oleh ketersediaan kebijakan, sistem teknologi, mekanisme rekrutmen, dan sumber belajar yang mendukung pelaksanaan program. Aspek process menunjukkan bahwa pembelajaran mandiri, penggunaan Ruang GTK, pelaksanaan UKPPPG, dan dukungan LPTK telah berjalan dengan baik meskipun masih diperlukan penguatan pada aspek teknis dan layanan akademik. Pada aspek product, program memberikan dampak positif terhadap peningkatan kompetensi pedagogik, profesional, sosial, dan kepribadian peserta. Aspek output menunjukkan adanya peningkatan kemampuan guru dalam mengelola kelas, menerapkan strategi pembelajaran yang beragam, serta memanfaatkan teknologi pembelajaran. Sementara itu, aspek outcome menunjukkan peningkatan motivasi, keterlibatan, dan hasil belajar siswa. Secara keseluruhan, Program PPG bagi Guru Tertentu di Universitas Negeri Jakarta telah berjalan dengan baik dan memberikan kontribusi positif terhadap peningkatan kompetensi guru serta mutu pembelajaran di sekolah. ***** This study aims to evaluate the In-service Teacher Professional Development at Jakarta State University using the Organizational Elements Model (OEM). The evaluation focused on the aspects of input, process, product, output, and outcome to obtain a comprehensive picture of the program’s readiness, the effectiveness of instruction, the impact on teacher competencies, changes in professional behavior, and the program’s contribution to the quality of learning in schools. This study employs a mixed-methods approach with an exploratory sequential design. The scope of this study is limited to the implementation of the In-service Teacher Professional Development at Jakarta State University. The study’s respondents consisted of 48 PPG participants, 100 students, 7 informants selected based on research needs, and 12 documents as data sources. Data collection techniques included questionnaires, interviews, document analysis, and observation. Quantitative data were analyzed using descriptive statistics, while qualitative data were analyzed through data reduction, data presentation, and drawing conclusions. The validity of the findings was strengthened through triangulation of sources and methods. The results of the study indicate that the input aspect falls into the “good” category, as evidenced by the availability of policies, technological systems, recruitment mechanisms, and learning resources that support program implementation. The process aspect shows that self-directed learning, the use of the GTK Room, the implementation of the UKPPPG, and support from the LPTK have been carried out effectively, although further strengthening is still needed in technical and academic service aspects. In terms of the “product” aspect, the program has had a positive impact on improving participants’ pedagogical, professional, social, and personal competencies. The “output” aspect indicates an improvement in teachers’ abilities to manage classrooms, apply diverse learning strategies, and utilize educational technology. Meanwhile, the “outcome” aspect shows an increase in student motivation, engagement, and learning outcomes. Overall, the PPG Program for Specific Teachers at Jakarta State University has been implemented successfully and has made a positive contribution to improving teacher competencies and the quality of learning in schools.
