Abstract

Meningkatnya aktivitas pelayaran di Pelabuhan Tanjung Priok berdampak pada bertambahnya limbah minyak bekas operasional kapal (MARPOL Annex I). Untuk mendukung pengawasan pelaporan limbah kapal, pemerintah mengimplementasikan Port Waste Management System (PWMS) yang terintegrasi dengan Inaportnet. Penelitian ini bertujuan menganalisis efektivitas implementasi PWMS berdasarkan laporan limbah minyak bekas operasional kapal di Pelabuhan Tanjung Priok periode Januari–Desember 2025. Penelitian ini menggunakan metode kuantitatif dengan pendekatan deskriptif. Data yang digunakan berupa data sekunder hasil rekapitulasi pelaporan PWMS sebanyak 17.754 kapal serta didukung wawancara dengan PIC PWMS dan Staf Kepelabuhanan KSOP Utama Tanjung Priok sebagai validasi data. Analisis dilakukan menggunakan metode persentase yang kemudian diinterpretasikan berdasarkan kategori efektivitas. Hasil penelitian menunjukkan bahwa dari 17.754 kapal, sebanyak 11.611 kapal (65%) melaporkan limbah minyak melalui PWMS, sedangkan 6.133 kapal (35%) melaporkan limbah minyak dengan volume 0 m³. Berdasarkan hasil analisis, tingkat efektivitas implementasi PWMS sebesar 65% sehingga termasuk dalam kategori cukup efektif. Hasil wawancara menunjukkan bahwa pelaporan limbah dengan volume 0 m³ tidak selalu mencerminkan kapal tidak menghasilkan limbah minyak, tetapi dipengaruhi oleh faktor administratif, komunikasi antara pihak kapal dan agen pelayaran, serta mekanisme verifikasi sistem yang belum optimal. Oleh karena itu, diperlukan peningkatan koordinasi, verifikasi data, dan pengembangan fitur validasi pada PWMS agar kualitas pelaporan limbah menjadi lebih akurat/The increasing shipping activities at the Port of Tanjung Priok have contributed to a higher volume of operational waste oil generated by ships, as regulated under MARPOL Annex I. To support ship waste reporting and monitoring, the Indonesian government has implemented the Port Waste Management System (PWMS), which is integrated with the Inaportnet system. This study aims to analyze the effectiveness of PWMS implementation based on the reporting of operational waste oil at the Port of Tanjung Priok during the period of January–December 2025. This research employed a quantitative descriptive method. The data consisted of secondary data from PWMS reporting records covering 17,754 ships, supported by semi-structured interviews with the PWMS Officer-in-Charge and the Port Environmental Inspector of the Tanjung Priok Harbormaster Office to validate the findings. Data were analyzed using percentage analysis and interpreted based on the effectiveness classification adopted in this study. The results indicate that 11,611 ships (65%) reported operational waste oil through PWMS, while 6,133 ships (35%) submitted reports indicating 0 m³ of waste oil. The analysis shows that the effectiveness level of PWMS implementation reached 65%, which falls into the moderately effective category. Interview findings revealed that reports indicating 0 m³ of waste oil do not necessarily mean that ships generated no waste oil, but are influenced by administrative factors, communication delays between ships and shipping agents, and the absence of an automatic verification feature in the PWMS.
