Abstract

Pengelolaan realisasi anggaran pada Direktorat Jenderal Industri Agro, Kementerian Perindustrian Republik Indonesia, masih dilakukan secara manual menggunakan beberapa berkas Microsoft Excel yang terpisah untuk setiap unit kerja. Kondisi tersebut menyebabkan proses rekapitulasi, monitoring, dan penyusunan laporan realisasi anggaran menjadi kurang efisien serta berpotensi menimbulkan kesalahan dalam pengolahan data. Proyek ini bertujuan untuk merancang dan mengimplementasikan Sistem Informasi Realisasi Anggaran (SIRA) Berbasis Web yang mampu mengintegrasikan proses pencatatan, pengolahan, monitoring, dan pelaporan data realisasi anggaran dari berbagai unit kerja dalam satu sistem yang terpusat. Metode pengembangan sistem yang digunakan adalah metode Waterfall, meliputi tahap requirement analysis, system design, implementation, dan testing. Pengumpulan data kebutuhan dilakukan melalui observasi, wawancara, dan studi dokumentasi terhadap Tim Kerja Keuangan Direktorat Jenderal Industri Agro. Sistem yang dihasilkan mampu menyimpan data realisasi anggaran dalam satu basis data terpusat, menyajikan informasi dalam bentuk tabel dan visualisasi grafik, mengatur hak akses pengguna, serta mendukung ekspor data ke dalam format Microsoft Excel. Hasil pengujian menggunakan metode Black Box Testing menunjukkan bahwa seluruh fitur utama sistem telah berfungsi sesuai dengan kebutuhan fungsional yang ditetapkan. Dengan demikian, SIRA Berbasis Web dapat menjadi alternatif solusi yang lebih efektif, efisien, dan terintegrasi dibandingkan pengelolaan realisasi anggaran secara manual, sehingga mendukung proses monitoring dan pengambilan keputusan pada Direktorat Jenderal Industri Agro. ***** The management of budget realization at the Directorate General of Agro-Based Industry, Ministry of Industry of the Republic of Indonesia, is still carried out manually using several separate Microsoft Excel files for each work unit. This condition causes the recapitulation, monitoring, and reporting process of budget realization to become less efficient and prone to data processing errors. This project aims to design and implement a Web-Based Budget Realization Information System (SIRA) that integrates the recording, processing, monitoring, and reporting of budget realization data from various work units into a single centralized system. The system development method used is the Waterfall method, covering the requirement analysis, system design, implementation, and testing stages. Requirement data were collected through observation, interviews, and documentation studies with the Finance Working Team of the Directorate General of Agro-Based Industry. The resulting system is able to store budget realization data in a single centralized database, present information in the form of tables and graphical visualizations, manage user access rights, and support data export to Microsoft Excel format. The testing results using the Black Box Testing method show that all main features of the system function according to the established functional requirements. Thus, the Web-Based SIRA can serve as a more effective, efficient, and integrated alternative to manual budget realization management, supporting the monitoring process and decision-making at the Directorate General of Agro-Based Industry.
