Abstract

Proyek pembangunan prasarana pendidikan yang dilaksanakan secara swakelola mencakup pekerjaan struktur atas dan pekerjaan di ketinggian, sehingga memerlukan penilaian risiko keselamatan dan kesehatan kerja (K3) yang sistematis. Penelitian ini bertujuan untuk menilai tingkat risiko keselamatan dan kesehatan kerja (K3) dengan metode HIRARC pada proyek swakelola satuan pendidikan di Kabupaten Indramayu. Penelitian ini merupakan penelitian deskriptif kuantitatif yang menggunakan form IBPRP. Objek penelitian ditetapkan melalui analisis Pareto terhadap 15 RAB dari sebelas satuan pendidikan penerima bantuan, yang menghasilkan tiga kelompok pekerjaan prioritas, yaitu pekerjaan beton bertulang, pasangan dinding, dan atap, diuraikan menjadi sembilan item pekerjaan pada lima proyek terpilih. Nilai likelihood dan severity risiko inherent ditetapkan berdasarkan observasi, wawancara, dan studi dokumentasi mengacu matriks SMKK, sedangkan rekomendasi pengendalian disusun berdasarkan studi literatur mengacu hierarki pengendalian. Hasil penelitian menunjukkan nilai risiko inherent pada kelima proyek berkisar antara 8,0 hingga 17,7, dengan kategori sangat tinggi mendominasi pekerjaan atap. Setelah pengendalian diterapkan, nilai risiko residual turun ke rentang 2,3 hingga 8,0, namun lima dari 45 item pekerjaan masih berkategori tinggi, terutama pada pekerjaan pemasangan rangka atap dan bata ringan, karena pengendalian administratif dan alat pelindung diri hanya efektif menurunkan likelihood, bukan severity. Penelitian ini menyimpulkan bahwa pengendalian berbasis rekayasa teknik lebih efektif menurunkan risiko dibandingkan pengendalian administratif dan alat pelindung diri, khususnya pada pekerjaan berisiko jatuh dari ketinggian. Kata Kunci: HIRARC, IBPRP, risiko K3, konstruksi swakelola. ***** Educational infrastructure development projects carried out through self-management include upper-structure work and work at height, requiring systematic occupational health and safety (OHS) risk assessment. This study aims to assess the level of OHS risk using the HIRARC method on self-managed educational institution projects in Indramayu Regency. This study employed a quantitative descriptive design using a Hazard Identification, Risk Assessment, and Risk Control Form (Form IBPRP), with the research object determined through Pareto analysis of 15 Budget Plans (RAB), which identified three priority work groups: reinforced concrete work, wall installation work, and roofing work, further broken down into nine work items across five projects. Likelihood and severity values for inherent risk were determined based on observation, interviews, and documentation studies, referring to the SMKK matrix, while control recommendations were developed based on a literature review referring to the hierarchy of controls. The results show that inherent risk values across the five projects ranged from 8.0 to 17.7, with the very high category dominating roofing work. After control measures were implemented, residual risk values decreased to a range of 2.3 to 8.0; however, five out of 45 work items remained in the high category, particularly in roof frame and lightweight brick installation work, as administrative controls and personal protective equipment were only effective in reducing likelihood, not severity. This study concludes that engineering-based controls are more effective in reducing risk compared to administrative controls and personal protective equipment, particularly for work involving the risk of falling from height.
