Abstract

Surat Keterangan Pendamping Ijazah (SKPI) merupakan kebijakan strategis dalam pendidikan tinggi yang bertujuan mendokumentasikan capaian pembelajaran lulusan, baik akademik maupun non-akademik, guna meningkatkan daya saing dan pengakuan kompetensi lulusan. Implementasi SKPI telah diwajibkan melalui regulasi nasional. Namun pelaksanaannya di tingkat perguruan tinggi masih memerlukan evaluasi yang sistematis untuk memastikan efektivitas dan keberlanjutan program. Penelitian ini bertujuan mengevaluasi implementasi program SKPI dengan mengintegrasikan model evaluasi Context, Input, Process, dan Product (CIPP) serta model evaluasi Kirkpatrick. Penelitian ini menggunakan pendekatan evaluatif dengan metode kualitatif. Data dikumpulkan melalui wawancara, studi dokumentasi, dan observasi yang melibatkan pengelola akademik, dosen, mahasiswa tingkat akhir dan pelaku dunia usaha dan industri. Evaluasi difokuskan pada lima dimensi utama, yaitu konteks, reaksi, proses, pembelajaran, dan produk. Hasil evaluasi konteks menunjukkan bahwa latar belakang program SKPI telah selaras dengan kebijakan nasional dan kebutuhan peningkatan kualitas lulusan. Pada dimensi reaksi, peserta menunjukkan respons positif terhadap kegiatan sosialisasi dan pelatihan SKPI, meskipun masih ditemukan kendala terkait kejelasan prosedur teknis. Evaluasi proses menunjukkan bahwa implementasi SKPI telah berjalan sesuai pedoman institusional, namun masih menghadapi tantangan dalam koordinasi antarunit, verifikasi capaian non-akademik, dan integrasi sistem informasi. Pada dimensi pembelajaran, terjadi perubahan sikap dan peningkatan pemahaman peserta mengenai pentingnya SKPI sebagai instrumen pendukung kompetensi lulusan. Sementara itu, pada dimensi produk, perguruan tinggi mengambil keputusan untuk melanjutkan program SKPI dengan melakukan penguatan kebijakan internal dan perbaikan mekanisme pelaksanaan. Secara keseluruhan, hasil penelitian menunjukkan bahwa program SKPI telah diimplementasikan dengan cukup baik, namun masih memerlukan penguatan pada aspek sumber daya, sistem, dan konsistensi pelaksanaan agar manfaatnya dapat dirasakan secara optimal ***** The Diploma Supplement (SKPI) is a strategic policy in higher education aimed at documenting graduates’ learning outcomes—both academic and non-academic—in order to enhance their competitiveness and the recognition of their competencies. The implementation of the SKPI has been made mandatory through national regulations. However, its implementation at the higher education institution level still requires systematic evaluation to ensure the programme’s effectiveness and sustainability. This study aims to evaluate the implementation of the SKPI programme by integrating the Context, Input, Process, and Product (CIPP) evaluation model and the Kirkpatrick evaluation model. This study employs an evaluative approach using qualitative methods. Data were collected through interviews, document analysis and observation involving academic administrators, lecturers, final-year students and stakeholders from the business and industrial sectors. The evaluation focused on five main dimensions: context, reactions, process, learning and products. The results of the context evaluation indicate that the background of the SKPI programme is aligned with national policy and the need to improve graduate quality. In terms of reactions, participants responded positively to the SKPI awareness-raising and training activities, although some challenges regarding the clarity of technical procedures were still identified. The process evaluation indicated that the implementation of SKPI has proceeded in accordance with institutional guidelines, but still faces challenges in inter-unit coordination, the verification of non-academic achievements, and the integration of information systems. In the learning dimension, there was a shift in participants’ attitudes and an increase in their understanding of the importance of SKPI as a tool to support graduate competencies. Meanwhile, in the ‘outputs’ dimension, the university decided to continue the SKPI programme by strengthening internal policies and improving implementation mechanisms. Overall, the research findings indicate that the SKPI programme has been implemented reasonably well, but still requires strengthening in terms of resources, systems and consistency of implementation so that its benefits can be fully realised
