Abstract

***** This study examines the formation process and identity negotiation strategies of the Betawi Serani ethnic minority community (descendants of Mardijkers) in Tugu Village, North Jakarta. The primary challenges faced by this group are the shifting meanings of tradition caused by the penetration of popular culture, the fragmentation of their native oral language, and spatial dislocation pressure resulting from the expansion of industrial logistics zones and container yards in North Jakarta. This research aims to deeply analyze the formation process of the community's social identity and how they execute identity negotiation strategies in confronting cultural hybridity and urban dynamics. This research adopts a qualitative approach. Data collection was conducted through in-depth interviews with Tugu community leaders, family name (fam) owners, and executives of the Tugu Extended Family Association (IKBT), supplemented by field observations and document analysis. Data analysis techniques utilized the interactive model, including data reduction/condensation, data presentation, and drawing conclusions. The primary theoretical framework employed is Stuart Hall's Cultural Identity Theory, focusing the analysis on the concepts of Process of Becoming, Representation, Positioning, Language Fragmentation, and Imaginary Space. The research findings reveal two main conclusions. First, the formation of Betawi Serani identity stems from shared collective memories as descendants of emancipated Mardijkers, which is legitimized through the internalization of nine original family names (fam), the function of Tugu Church as a social gravity center, and communal institutionalization via IKBT. The community adaptively reconstructs the "Betawi Serani" label as a cultural positioning strategy to integrate into urban public spaces without losing its historical roots. Second, in confronting cultural hybridity and spatial crises, the Tugu community executes dynamic performative and media negotiation tactics. Citizens condense the duration of the annual Rabo-Rabo and Mandi-Mandi rituals as physical intergenerational meeting spaces, and adaptively shift the remnants of Tugu Creole language fragmentation into the articulatory sphere of Keroncong Tugu music. Furthermore, IKBT controls its self-representation across digital media platforms and leverages government Intangible Cultural Heritage (WBTB) and Cultural Heritage designations as a "legal shield" to secure their territorial sovereignty. Lastly, the geographical dispersal of diaspora family members is negotiated by constructing an imaginary space through digital social networks and annual "cultural homecoming" rituals.
