Abstract

Penelitian ini bertujuan untuk menganalisis aspek: antecedents (masukan), transactions (proses), outcomes (hasil) dari program pendidikan inklusif pada pendidikan sekolah dasar di DKI Jakarta. Penelitian ini menggunakan pendekatan kualitatif dengan menggunakan metode penelitian deskriptif evaluatif model Countenance Stake. Metode penelitian ini bertujuan untuk menganalisis keterlaksanaan relevansi program pendidikan inklusif dengan fakta yang ada serta mendeskripsikan fenomena yang terjadi serta hubungannya dengan antar fenomena yang diteliti secara sistematis, detail, dan mendalam. Secara umum hasil penelitian ini menunjukkan bahwa pada aspek masukan meliputi: ketersediaan pedoman/perundangan, peserta didik, kompetensi guru,sarana prasarana, rencana pembelajaran, kurikulum telah cukup baik sesuai dengan peraturan dan kurikulum nasional. Namun pada sarana prasarana masih kurang mamadai. Pada aspek proses yang meliputi: proses pembelajaran, dan proses penilaian menunjukkan bahwa proses pembelajaran dari keempat sekolah berjalan sama seperti di kelas reguler lainnya, tidak ada kekhususan baik dari segi perencanaan hingga penilaian. Metode yang digunakan adalah metode ceramah, namun biasanya jika siswa berkebutuhan khusus mengalami kesulitan dalam pembelajaran, guru kelas atau guru bidang studi biasanya akan menjelaskan kembali pelajaran tersebut secara personal. Pada aspek hasil yang meliputi: hasil belajar peserta didik berkebutuhan khusus, penerimaan sekolah dan masyarakat menunjukkan hasil yang cukup baik. Penelitian ini dapat membantu para pengambil kebijakan dalam menentukan proses pendidikan inklusif secara nasional dan khususnya Dinas Pendidikan Kabupaten/Kota dan sekolah perlu melakukan sosialisasi tentang pentingnya proram pendidikan inklusif kepada masyarakat sehingga mereka yang memiliki anak berkebutuhan khusus dapat memasukan atau mengikutsertakan anak-anak mereka untuk mendapatkan pendidikan yang layak sesuai dengan tujuan dari Sistem Pendidikan Nasional, agar semua anak-anak Indonesia mempunyai pengetahuan dan keterampilan dan dapat bersaing dengan negara yang lain dalam dunia pendidikan. This study aims to analyze aspects: antecedents (inputs), transactions (processes), outcomes (outcomes) of inclusive education programs in primary school education in DKI Jakarta. This research uses a qualitative approach using the descriptive evaluative research method of themodel Countenance Stake. This research method aims to analyze the relevance of the inclusive education program's relevance to the available facts and describe the phenomena that occur as well as their relationship with the phenomena studied systematically, in detail, and in depth. In general, the results of this study indicate that the input aspects include: the availability of guidelines / regulations, students, teacher competencies, infrastructure, learning plans, curriculum has been quite good in accordance with national regulations and curriculum. But the infrastructure is still not adequate. In the aspect of the process which includes: the learning process, and the assessment process shows that the learning process of the four schools runs the same as in other regular classes, there is no specificity both in terms of planning to assessment. The method used is the lecture method, but usually if students with special needs have difficulty in learning, class teachers or subject teachers will usually explain the lesson personally. In the aspect of results which include: learning outcomes of students with special needs, school and community acceptance shows quite good results. This research can help policy makers in determining the process of inclusive education nationally and in particular the District / City Education Office and schools need to disseminate the importance of inclusive education programs to the community so that those with special needs children can include or include their children to get proper education in accordance with the objectives of the National Education System, so that all Indonesian children have the knowledge and skills and can compete with other countries in the world of education.
