Abstract

Penelitian ini bertujuan untuk mendeskripsikan efektifitas implementasi rencana Strategis STISIP Muhammadiyah Rappang periode 2016-2020. Penelitian ini menggunakan pendekatan kualitatif dengan metode evaluasi, menggunakan model evaluasi Context, Input, Proses, Product (CIPP). Pengumpulan data penelitian diambil melalui wawancara, observasi, telaah dokumen dan selanjutnya dinilai berdasarkan standar penilaian Akreditasi Institusi Perguruan Tinggi dan SN-Dikti serta peraturan yang relevan. Hasil penelitian menunjukan bahwa hasil evaluasi implementasi renstra STISIP Muhammadiyah Rappang berada pada kategori baik dengan nilai rata-rata yaitu 79,81. Hal ini ditinjau dari hasil temuan setiap komponen evaluasi menunjukan bahwa; 1) komponen context (Landasan program) renstra dengan nilai 80% atau berada dalam kategri baik, ditinjau dari aspek landasan kebijakan, kebutuhan, tujuan dan sasaran, 2) komponen input (perencanaan program) renstra dengan nilai 78,75% atau berada dalam kategori baik, ditinjau dari aspek; strategi dan alokasi sumber daya, 3) komponen process (pelaksanaan program) renstra dengan nilai 81% atau berada dalam kategori sangat baik, ditinjau dari aspek; sosialisasi, pelaksanaan program, monitoring dan evaluasi implementasi program. 4) komponen product (hasil implementasi program) renstra dengan nilai 79,06% atau berada dalam kategori baik, ditinjau dari aspek capaian pendidikan dan pengajaran, penelitian, pengabdian kepada masyarakat, Al-Islam dan Kemuhammadiyahan, Kerjasama Antar Lembaga, Pembinaan Kemahasiswaan dan alumni, dan Tata Kelola Kelembagaan. Penelitian ini merekomendasikan kepada; (1) internal STISIP Muhammadiyah Rappang, untuk dapat meningkatkan kualitas rencana strategisnya, baik dalam perumusan, pelaksanaan dan evaluasinya; (2) Pimpinan Pusat Muhammadiyah, untuk dapat mereformulasi kedudukan program Al-Islam dan Kemuhammadiayahan sebagai tridharma perguruan tinggi Muhammadiyah, dan kepada Pemerintah, untuk dapat mengembangkan Standar Nasional Pendidikan tinggi, guna mewujudkan tujuan pendidikan nasional secara holistic dan integral. Kata Kunci : Evaluasi, Implementasi, Rencana Strategis. This study aims to describe the effectiveness of Strategic Plan implementation of STISIP Muhammadiyah Rappang for the period 2016-2020. This study used a qualitative approach with evaluation methods, using the Context, Input, Process, Product (CIPP) evaluation model. The research data collection was taken through interviews, observation, document review and then assessed based on the assessment standards of Higher Education Institution Accreditation and SN-Dikti and relevant regulations. The results showed that the results of the evaluation of the implementation of renstra STISIP Muhammadiyah Rappang were in the good category with an average value of 79.81. This can be seen from the findings of each evaluation component showing that; 1) renstra context component (basic program) with a value of 80% or in the good category, in terms of the basic aspects of policies, needs, goals and objectives, 2) renstra input component (program planning) with a value of 78.75% or in the good category, in terms of aspects; strategy and resource allocation, 3) renstra process component (program implementation) with a value of 81% or in the very good category, in terms of aspects; socialization, program implementation, monitoring and evaluation of program implementation. 4) renstra product component (results of program implementation) with a value of 79.06% or in the good category, in terms of educational and teaching achievements, research, community service, Al-Islam dan Muhammadiyahan, Inter-Institutional Cooperation, Student and Alumni Development and Institutional Governance. This research recommends to; (1) internal STISIP Muhammadiyah Rappang, to be able to improve the quality of its strategic plans, both in the formulation, implementation and evaluation; (2) Muhammadiyah Central Executive, to be able to reformulate the position of the Al-Islam dan Muhammadiyahan programs as the tridharma of Muhammadiyah higher education, and to the Government, to be able to develop National Higher Education Standards, in order to realize the goals of national education holistically and integrally.
