Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana implementasi kebijakan PPDB sistem zonasi di DKI Jakarta tahun pelajaran 2019/2020, khususnya pada jenjang SMA Negeri di wilayah II Jakarta Selatan. Implementasi kebijakan ditinjau menggunakan model implementasi van Meter dan van Horn mengenai enam (6) indikator yang sudah disesuaikan, yakni (1)Komitmen panitia terhadap isi kebijakan; (2) Sumber daya; (3) Komunikasi; (4) Struktur kepanitiaan; (5) lingkungan ekonomi dan sosial; dan (6) Pelayanan. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Pengumpulan data dilakukan melalui wawancara, observasi serta studi dokumentasi. Penelitian ini menunjukkan bahwa: (1) Panitia PPDB menjalankan regulasi sesuai dengan Pergub Nomor 43 Tahun 2019 yang dibuat berdasarkan kebutuhan calon peserta didik baru di DKI Jakarta; (2) Kemampuan sumber daya kebijakan sudah cukup mendukung berjalannya implementasi PPDB; (3) Kegiatan komunikasi dilakukan secara bertahap antar lini panitia mulai dari tingkat Dinas Pendidikan Provinsi hingga sekolah dengan beberapa bentuk kegiatan pelaksanaan; (4) Susunan kepanitiaan baik itu di tingkat Dinas Pendidikan Provinsi maupun sekolah dibentuk dengan mempertimbangkan kemampuan dan keahlian dari tanggung jawab panitia; (5) Lingkungan ekonomi dan sosial mempunyai pengaruh tersendiri di luar tujuan utama pelaksanaan PPDB; (6) Panitia PPDB menyetujui isi kebijakan PPDB dengan melakukan pelayanan sesuai regulasi baik itu saat prosedur pelaksanaan maupun penanganan laporan. Kata Kunci: Implementasi Kebijakan, Kebijakan Pendidikan, PPDB Sistem Zonasi This research conducted to understand the Admission of New Student policy implementation with the zoning system in DKI Jakarta 2019/2020, especially at Public Senior High School in South Jakarta Education Region 2. The policy implementation is reviewed using the policy implementation model by van Meter and van Horn, regarding six (6) variable which has been adjusted, that are (1) Commitment to the policy; (2) Resources; (3) Communications; (4) Committee structure; (5) Economic and social conditions; and (6) Services. This research used a qualitative approach and a descriptive method. The data has collected by interview, observation, and study of documentation. This research concluded that: (1) The Commission of PPDB implementing regulations in accordance with Pergub 43 of 2019 which is formulated based on the needs of new students in DKI Jakarta; (2) The ability of policy resources are sufficient to support the implementation of PPDB; (3) Communication are implementing in start between the province level to the school level with some activities; (4) The composition of the commission both at the province level and the school level is formed by considering the ability and expertise of the committee's responsibilities; (5) The economic and social conditions have their own influence outside the original purpose of implementing PPDB; (6) The Commission of PPDB approves the policy by providing services in accordance with the regulations both during the implementation procedure and report completion.
