Abstract

Penelitian ini secara garis besar bertujuan untuk mendeskripsikan upaya peningkatan kesejahteraan sosial oleh Balai Besar Rehabilitasi Vokasional Penyandang Disabilitas (BBRVPD), Cibinong melalui kegiatan normatif, adaptif, dan produktif yang diberikan agar penyandang disabilitas memiliki keterampilan dan keahlian dalam pekerjaan, dan mandiri sehingga mampu hidup bermasyarakat. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan metode deskriptif. Data didapatkan melalui wawancara, dokumentasi, pengamatan secara langsung dan studi pustaka sebagai referensi. Adapun informan penelitian terbagi menjadi tiga yaitu tenaga kerja balai, penerima manfaat, dan alumni penerima manfaat. Temuan penelitian menunjukkan bahwa penerima manfaat mendapatkan pelayanan rehabilitasi sosial dan vokasional. Dalam layanan rehabilitasi sosial, penerima mendapat bimbingan berupa bimbingan fisik, bimbingan kelompok, bimbingan soft skill, dan bimbingan fisik. Selain itu, pelayanan utama di Balai Besar Rehabilitasi Vokasional Penyandang Disabilitas (BBRVPD), Cibinong ini berupa pelatihan vokasional seperti jurusan desain grafis, komputer, otomotif, penjahitan, pekerjaan logam dan call center. Program rehabilitasi vokasional bertujuan menjadikan penyandang disabilitas sebagai calon tenaga kerja yang terampil dan profesional serta siap bersaing di dunia kerja sehingga dapat mencapai kesejahteraan sosial. This research is mainly aims to describe efforts to improve the social welfare by Balai Besar Rehabilitasi Vokasional Penyandang Disabilitas (BBRVPD), Cibinong through the normative, adaptive, and productive given that disabled people have skills and expertise in work, also independent so they are able to live in a society. The approach used in this research is a qualitative approach with descriptive methods. Data obtained through interviews, documentation, direct observation and literature study as a reference. The research informants were divided into three, spesifically center workers, beneficiaries, and beneficiary’s alumni. Research findings indicate that beneficiaries receive social and vocational rehabilitation services. In social rehabilitation services, recipients receive guidance in the form of physical guidance, group guidance, soft skill guidance, and physical guidance. In addition, the main services at the Center for Vocational Rehabilitation of Persons with Disabilities (BBRVPD), Cibinong are in the form of vocational training such as majoring in graphic design, computers, automotive, sewing, metal work and call centers. The vocational rehabilitation program aims to make persons with disabilities a skilled and professional candidate for workforce who are ready to compete in the world of work so that they can achieve social welfare.
